Ministerial environmental authorization applications

Applications submitted in paper format are processed as soon as possible. Environmental authorization applications filed in electronic format cannot be accepted at this time.

However, submitting applications for the spring use of certain fertilizing residual materials (FRMs) electronically will speed up the assessment process, but filing a paper version with the MELCC is required in order for the authorization to be issued.

Payment can still be made by cheque or money order.

Bank transfers are now possible for businesses and municipalities. An invoice number will be sent to you when you file your application, declaration, or notice to enable you to make your payment.

Steps are being taken to provide this option to individuals, in addition to payment by cheque or money order.

Environmental surveys

Carrying out field inventories prior to filing an environmental authorization application for a project identified on the list of priority services and activities is maintained. The production of inputs and raw materials needed for priority services and activities can therefore continue. 

Applications for permits and/or certificates for the sale and use of pesticides

Send the completed permit or certificate application form and the required documents by email to the office responsible for your region This hyperlink will open in a new window. and pay the required fees. To facilitate the electronic filing of applications, clear and readable scanned copies of the examination attestation are acceptable.

Electronic filing is preferred. Get the form by writing to: declaration.agricole@environnement.gouv.qc.ca. The completed form must be returned by email to the same address.

If it is not possible to email the project notice, send it in paper format to:
