These individuals plan, direct, and assess the activities of a human resources department. They develop policies, programs, and procedures.

Main tasks
- Plan and recruit workforce.
- Classify and evaluate positions.
- Administer staff development, language training, health, safety, and wellness programs.
- Assist department heads in interpreting and applying personnel policies.
- Organize and conduct briefings.
- Coordinate compensation and benefits services.
- Negotiate collective agreements.
- Ensure that good relations are maintained between staff and management.
- Participate in committee meetings.
- Assume a leadership role in addition to being a business partner for the company.
