Frédéric Tremblay was appointed Québec delegate in Houston on February 15, 2024. This is his third posting in the United States. He was posted in Los Angeles as Director of Public & Governmental Affairs from 2012 to 2015, and in Washington, D.C., as Head of Post from 2015 to 2019.

He began his career at the Ministère des Relations internationales et de la Francophonie (MRIF) in 2006 as Communication Officer, then worked as Academic Affairs Officer for international relations in the North America Division.

From 2012 to 2015, Mr. Tremblay helped strategically position Québec’s interests with our partners in the Western United States, particularly in the culture and film sectors and in the efforts to establish a carbon market between Québec and California.

From 2015 to 2019, he headed the Québec Government Office in Washington. He worked actively on the renegotiation of the North American Free Trade Agreement (NAFTA) and on the aluminum and softwood lumber trade portfolios. He has expanded Québec’s network of contacts within the U.S. administration, Congress, and a number of industry associations.

From 2019 to 2024, Mr. Tremblay directed a new unit at the MRIF: the Direction de l’intelligence d’affaires et stratégique. Its mandate was to be the MRIF’s resource team for reinforcing strategic analysis and monitoring capabilities at head office and throughout the network, as well as among the many partners involved in Québec’s international activities.

He holds a bachelor’s degree in political communication and a master’s degree in political science from the Université de Montréal, as well as a graduate certificate in public administration from the École nationale d’administration publique.
