Ms. Xin Gao serves as the first Head of the Government of Quebec in Houston, Texas, since this representation was upgraded to a Delegation in 2021.
Ms. Gao has over twenty years’ experience working for the Canadian federal government. Prior to her appointment, she served as Director of Trade and Clean Technology responsible for negotiating the environmental chapters of Canada's Free Trade Agreements, promoting clean technologies internationally and supporting government of Canada’s efforts in attracting foreign direct investments. She also served as Director of Products division, oversaw the development and administration of federal regulations, chaired government-industry working groups, and represented Canada at the United Nations chemical management committee. In addition to international negotiations, trade and being a regulator, Ms. Gao has extensive experience in climate change and sustainable development policies and issues. She was the head of the policy group responsible for emission trading systems for Canada; participated and supported a number of United Nations climate change (COP) conferences including international engagements with African and Asian countries leading up to these conferences; and led a team in developing sustainability frameworks for greening Olympic Games.
Ms. Gao holds a Master’s degree in Environmental Science and Management from Royal Roads University (Victoria, B.C.) as well as a Bachelor of Environmental Science from Simon Fraser University (Vancouver, B.C.). She also holds certificates in advanced negotiation and leadership from Harvard Business School Online.
