Comittee on protection and representation of incapable or protected persons 

Mandate

This committee’s primary mandate consists of advising the Curateur public du Québec with regard to the protection and representation of incapable or represented persons.

Make-up

The committee consists of six members named by the minister responsible for the Curateur public for a renewable mandate of no more than three years. The current committee members are:

  • Mr. Paul-Antoine Beaudoin, Director, South Shore, specific and specialized services for adults with a motor deficiency, Centre intégré universitaire de santé et de services sociaux de la Mauricie et du Centre-du-Québec
  • Ms. Sarita Israël, Coordinator of front-line services on elder abuse, Centre intégré universitaire de santé et de services sociaux du Centre-Ouest-de-l’Île-de-Montréal
  • Dr. Yvette Lajeunesse, retired physician and associate clinical professor, Département de médecine familiale [family medicine department], Université de Montréal
  • Ms. Anik Larose, parent of a person with an intellectual disability
  • Mr. Jocelin Lecomte, lawyer, Centre intégré universitaire de santé et de services sociaux du Nord-de-l’île-de-Montréal
  • Ms. Christine Morin, full professor at the Faculty of Law, Université Laval

Operation

The committee on protection and representation meets three times a year or as needed, as per its operating rules. These rules specify, among other things, that a quorum of four members is necessary for drafting a recommendation.

The Curateur public provides secretarial services to the committee.

Investment committee

Mandate

The mandate of the Investment committee is to advise the Curateur public on the investment of the property which it administers.

Make-up

The committee is made up of three members named by the minister responsible for the application of the Public Curator Act over a period of no more than three years. The current committee members are:

  • Ms. Louise Charette, committee chair, M. Sc., ASC, Chief Investment Officer at Bâtirente
  • Mr. Charles Lefebvre, B. Sc. Act., CFA, FRM, Vice President and Senior Portfolio Manager, Fixed Income at Fiera Capital
  • Mr. Gilles Chouinard, Vice-President, Investments, Montréal Police Pension Fund

Operation

The law stipulates that the committee must meet four times per year. At these meetings, the Curateur public reports on the status of its investments, managed by the Ministère des Finances. The committee can also meet at other times if needed.

The Curateur public provides secretarial services to the committee.

Audit committee

Mandate

The Audit committee’s mandate is to support the Curateur public in all areas under its jurisdiction, namely internal auditing, risk management and audits of the financial statements of accounts administered. The committee evaluates the pertinence of the organization’s control mechanisms and accountability processes related to the rendering of accounts.

Operation

The Audit committee, headed by Mr. Jacques Bisson, meets a minimum of four times a year. The committee may call on any member of senior management to help it resolve specific issues.

The Director of Internal Audit and Investigations participates in the meetings of the Audit committee as a resource person and assumes secretarial duties.
