Selection conditions

This pilot program is comprised of two streams:

  • Artificial intelligence;
  • Information technologies and visual effects.

Each stream includes the following two profiles:

  • Francophone
  • Francization.

Conditions common to both streams

  • Be 18 years of age or over;
  • Intend to settle in Québec to hold a job;  
  • Respect the conditions of your stay in Québec, if applicable;
  • Demonstrate financial self-sufficiency.

Financial self-sufficiency

When you submit your application, you must sign the Financial self-sufficiency contract – Skilled workers (PDF 260 Kb).

This contract commits you to supporting yourself and any accompanying family members for at least the first three months following your arrival in Québec.

Here are the amounts in effect for 2021, in Canadian dollars, that you must have at your disposal. These amounts vary according to the number and type of dependents accompanying you:

Conditions for the Artificial intelligence stream

You can submit an application under the Artificial intelligence stream as a foreign worker or as a Québec graduate.

Conditions for foreign workers

If you are presently working in Québec as a temporary foreign worker, you must respect the conditions of your stay in Québec:

  • under the Temporary Foreign Worker Program (TFWP) or the International Mobility Program (IMP);
    or
  • under a youth exchange program, for example, through a:
    • Working Holiday permit;
    • Young Professionals permit;
    • International Coop Internship.

You must also:

  • have obtained a diploma that minimally corresponds to a Québec bachelor’s degree;
  • have acquired work experience in a level 0, A or B job according to the National Occupational Classification:
    • on a full-time basis;
    • for a period of at least 24 months over the 60 months preceding submission of your application;

    or

    • have obtained a diploma that minimally corresponds to a Québec master’s or doctoral degree in the 12 months preceding submission of your application;
      and
    • hold or have accepted a job in Québec:
      • on a full-time basis;
      • in the artificial intelligence sector and for which your skills profile allows you to meet the requirements;
      • for which the gross annual salary is at least $75,000 if your employer is established outside the territory of the Metropolitan Montréal Community or at least $100,000 if it is established inside the Metropolitan Montréal Community. 

    Conditions for Québec graduates

    You must:

    • have lived in Québec with the main goal of studying there, for at least half of your study program;
    • have obtained a university diploma issued by a Québec educational institution during the 24 months preceding submission of your application, for completion of:
      • higher specialized studies (DESS);
      • a master’s program;
      • a doctoral program.
    • If you hold a diploma of higher specialized studies (DESS), you must have held a job in Québec:
      • at level 0, A or B according to the National Occupational Classification (NOC);
      • on a full-time basis;
      • for a period of at least 6 months during the 12 months following the date of the end of your study program.
    • hold or have accepted a job in Québec:
      • on a full-time basis;
      • in the artificial intelligence sector and for which your skills profile allows you to meet the requirements.

    You are not eligible as a Québec graduate if you hold a scholarship with a clause requiring you to return to your country, unless you have already fulfilled that condition.

    Committee of experts

    When you submit your application for permanent selection in the artificial intelligence stream, you must provide an opinion issued by a committee of experts administered by the Comité sectoriel de main-d’œuvre des technologies de l’information et des communications Techno-compétences This hyperlink will open in a new window. (Information and communications technologies sectorial workforce committee) – in French only. They must confirm that the position offered to you is in the artificial intelligence sector and corresponds to your skills profile.

    Please note that if you receive a positive opinion from this committee, it is not guaranteed that you will obtain the certificate of selection. The other relevant information or documents that you provide will also be taken into account by the Ministère de l'Immigration, de la Francisation et de l'Immigration in the decision.

Conditions for the Information technologies and visual effects stream

If you are submitting an application and you are currently working in Québec as a temporary foreign worker, you must have respected the conditions of your stay in Québec:

  • under the Temporary Foreign Worker Program (TFWP) or the International Mobility Program (IMP);
    or
  • under a youth exchange program, for example, through a:
    • Working Holiday permit;
    • Young Professionals permit;
    • International Coop Internship.

In all of these cases, you must also:

  • hold a diploma that minimally corresponds to a Québec diploma of college studies – technical training, or a Québec bachelor’s degree; 
  • have held an eligible job:
    • on a full-time basis;
    • for a period of at least 24 months;
    • during the 60 months preceding submission of your application for permanent selection. 
  • hold or have accepted an eligible job in Québec:
    • on a full-time basis;
    • for which the hourly wage is equivalent to the maximum wage of the average salary for your occupation.

Before presenting your application:

  • Enter the National Occupational Classification (NOC) code of your profession;
  • Verify the corresponding maximum salary.

To be admissible to the program, the salary for the position you occupy or that you accepted must be equal to or greater than the maximum salary for your profession.

To be eligible, your job must correspond to one of the following occupations, under the NOC: 

  • NOC 2171 – Information systems analyst and consultant
  • NOC 5241 – Graphic designer and illustrator, but only if your job is in the visual effects sector 
  • NOC 0213 – Computer and information systems manager
  • NOC 2173 – Software engineer and designer
  • NOC 2133 – Electrical and electronics engineer
  • NOC 5131 – Producer, director, choreographer and related occupations, but only if your job is in the visual effects sector 
  • NOC 2174 – Computer programmer and interactive media developer
  • NOC 5225 – Audio and video recording technician, but only if your job is in the visual effects sector 
  • NOC 2281 – Computer network technician
  • NOC 2241 – Electrical and electronics engineering technologist and technician

Francophone and Francization profiles

Francophone profile

To be selected under the Francophone profile, you must have knowledge of oral French that corresponds to at least Level 7 on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes or its equivalent. Knowledge of oral French includes oral comprehension and oral expression. 

When you submit your application for permanent selection, you must complete a declaration on your knowledge of French. You must also include with your declaration one of the following supporting documents:

  • The electronic versions of the above-mentioned attestations of test results are also recognized. You must take these tests in a centre certified by the organization that offers them.
  • Only attestations of test results issued by the Chambre de commerce et d’industrie de Paris-Île de France and France Éducation International are recognized by the Ministère de l’Immigration, de la Francisation et de l’Intégration.
  • Your test results must not date back more than two years from the date you submit your application.

Francization profile

When you submit an application for permanent selection under the Francization profile, you must sign a francization agreement.

If you are selected under the Francization profile, you will be automatically registered with the Integration service for immigrants, Accompagnement Québec. The purpose of this measure is to support your learning of French and your integration into Québec society.
