Ukrainian family reunification
Ukrainian nationals residing in Québec, who have applied to the Canadian government and are eligible for the federal pathway for Ukrainian family reunification , will receive a letter from the Québec government containing the form and instructions that will enable them to apply for permanent selection on humanitarian grounds. If they obtain their Québec Selection Certificate, they will be able to apply to Immigration, Refugees and Citizenship Canada for permanent residency.

Arriving at the airport
The Gouvernement du Québec has set up a welcome booth at the Montreal-Trudeau International Airport (YUL) for Ukrainians arriving in Québec. Staff members from the Gouvernement du Québec and partner organizations are there to inform you about the services available to you.
The booth is open every day from 1 p.m. to 11 p.m.
Finding an aid organization
Ministère de l'Immigration, de la Francisation et de l'Intégration du Québec partner organizations help newcomers in their integration process in Québec.
They will guide you through the following steps:
- Obtaining your Québec health insurance card
- Obtaining a work permit
- Finding housing
- Undergoing a health assessment
- Applying for financial assistance
- Enrolling your children in school
- Registering for a French course
Applying for financial assistance
When you arrive in Québec, you can apply for financial assistance.
Obtaining your health insurance card
To have access to essential medical care and medication insurance, you must apply for your health insurance card.
Each member of your family must have their own health insurance card.

Find a job
You can start looking for a job as soon as you receive an acknowledgement of receipt for your application for work permit.
Enrolling in school
To enroll yourself or your child in school, you should contact the Centre de services scolaire (School service centre) responsible for the schools in your area. Visit the Trouver une école (Find a school) page to find the name of your nearest Centre de services scolaire.

You will have free access to the following educational services:
- General education for young people;
- General education for adults;
- Professional training in the public network.
You must present a document mentioning your Canada-Ukraine Authorization for Emergency Travel (CUAET) or proof of your arrival in Canada as part of this program to the person responsible for admissions at your Centre de services scolaire.
Facilitating your integration procedures
If you have a work or study permit, you can register with Accompagnement Québec, the integration service for immigrants. It is a free and personalized service.
An integration assistance agent can help you with the following steps:
- Come live in Québec (Settlement)
- Discover Québec society (Community life)
- Learn French (Francization)
- Obtain recognition of your competencies (Recognition of competencies);
- Join the labour force (Employment)
- Be better informed about the immigration steps (Immigration procedures)
Getting a Quebec driver’s licence
You can drive with your foreign driver’s licence for six months following your arrival in Quebec. After this period, you will need to have a Quebec driver’s licence. You can apply for one as soon as you arrive.
