Biography of Pierre Bouchard

Pierre Bouchard was appointed Québec Delegate in Boston on July 15, 2026. In this role, he represents Québec in the six New England states.

Prior to his appointment, Mr. Bouchard served at the Ministère du Conseil exécutif as Deputy Secretary at the Office of the Secretary General and Clerk of the Conseil exécutif since 2025. He also held various positions within Québec’s Ministry of Economy, Innovation and Energy from 2019 to 2025, including that of Secretary General.

Mr. Bouchard brings extensive experience in government, parliamentary affairs, and communications. Throughout his career, he has held a number of key positions, including Political Advisor to the Premier of Québec and to the Minister of Finance and the Economy, Senior Advisor to university leadership, communications and public affairs consultant, political analyst, and entrepreneur specializing in media, parliamentary, and government monitoring.

He holds a Bachelor of Arts in Communication from the University of Ottawa and a Master’s degree in Public Administration from the École nationale d’administration publique (ENAP).
