Hélène Drainville took office as Québec's delegate general in Brussels on October 6, 2025. In this capacity, she represents the Québec government in Belgium, Luxembourg, the Netherlands, and before European institutions.
She was previously president and CEO of the Office Québec-Monde pour la jeunesse (OQMJ) and secretary general of the Office franco-québécois pour la jeunesse (OFQJ).
She has also held important positions within the Ministry of International Relations and La Francophonie, notably as assistant deputy minister for relations Afrique, Francophonie et affaires multilatérales from 2020 to 2024 and assistant deputy minister for affaires francophones et multilatérales et partenariats from 2019 to 2020. She was also executive director of the Association francophone pour le savoir (ACFAS) from 2017 to 2020, where she contributed to the promotion of research and knowledge in French.
Throughout her career, Hélène Drainville has held several positions in broadcasting and telecommunications. Among other things, she worked at Télé-Québec as director general of regions and partnerships from 2013 to 2016, as well as director of strategic development and secretary general from 2011 to 2013. She has also held management positions at Groupe TVA, for the financial channel Argent, and worked as a journalist, producer, and director for several media outlets, including Télé-Québec, RDI, Radio-Canada, Groupe TVA, and Radio Nord Communications.
Hélène Drainville is a graduate of the university certification program in governance at Laval University's College of Corporate Directors, in addition to having studied political science and communications.
In the summer of 2025, she was appointed Knight of the Order of Academic Palms of the French Republic in recognition of her commitment to youth development, international mobility, and strengthening ties between France and Québec. She was also honored by the Québec Bar Association for her “female leadership and community involvement.”
