Michel Constantin was appointed Director of the Quebec Office in Mumbai as of March 16, 2026. He had been Coordinator for Market Diversification Measures for Europe and the Indo-Pacific at Quebec’s Ministry of International Relations and La Francophonie (MRIF) since August 2025.
Previously, Michel Constantin served as Director of the Quebec Office in Shanghai, China, from 2021 to 2025.
From 2011 until the end of 2020, he was the expert advisor for political and institutional affairs at the Francophonie and International Solidarity Division of the MRIF. In this capacity, he participated in Quebec’s delegations to almost all the Francophonie decision-making bodies, including the reunions of the Conference of Heads of State and Government of Countries Sharing the French Language (Sommet).
From June 2007 to July 2010, Michel Constantin led the Government and Academic Affairs Service at the Quebec Government Office in New York, where he worked on governmental priorities such as energy, public safety, and the environment.
Between 1999 and 2007, Michel Constantin was closely involved in Quebec's international public affairs initiatives. He notably served as Executive Assistant to the Director General for Public Affairs at the Ministry of International Relations and Francophonie (MRIF) and was responsible for Quebec studies programs abroad. His career has included other responsibilities, such as Coordinator of the Quebec Office in Abidjan in 2019 and of the Delegation for Francophonie and Multilateral Affairs in Paris in 2018.
A native of Sherbrooke, Quebec, Michel Constantin holds a master's degree in international relations from Université Laval.
