Mission and mandates of the Ministère de la Santé et des Services sociaux

The mission of the Ministère de la Santé et des Services sociaux (MSSS) is to govern the health and social services system effectively in order to have a positive effect on the health and well‑being of Québec’s population.

To do this, it determines priorities, orientations and public policies in the area of health and social services. It ensures they are applied and evaluates the results.

It plans the necessary resources to meet the needs of the population, the network, its workers and its partners in a responsible and transparent manner.

The MSSS provides for levers to ensure Quebec’s health and social services system is innovative, accessible, focused on value for the user and effective.
