In the course of its relations with its foreign partners, the Government of Québec receives numerous dignitaries each year. These activities are conducted in keeping with Québec protocol practices based on Québec’s priorities and interests and the principle of reciprocal treatment.
Le Protocole is in charge of visits to Québec:
by heads of diplomatic missions and career heads of consular posts (official visits, taking up post visits, and complementary or working visits);
by heads of state and government, members or representatives of a government (official or working visits);
by representatives of international organizations;
in conjunction with international conferences.

Order of precedence
The order of precedence is the placement of guests according to their rank or function, with a view to ensuring that public activities in which they participate run smoothly.
In the case of heads of diplomatic missions, career heads of consular posts and honorary heads of consular posts, precedence is established according to the date on which they assumed their position.
It should be noted that precedence is not delegated. In other words, a person who replaces another person in a protocol event does not have the same rank as the person he or she replaces, unless they are at the same level. For example, a minister who represents a colleague who is also a minister will have the same rank.
