Applying to immigrate to Québec as an entrepreneur – Starting and operating an innovative business

Here are the steps for applying for permanent selection under this component of the Entrepreneur Program when the period for receipt of applications is open.

Submission period and maximum number of applications accepted

Applications for component 1 of the Entrepreneur Program can be submitted from December 28, 2022 to December 31, 2023.

You can submit an application only if you declare that your knowledge of oral French is at Level 7 or better according to the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes (PDF 1.88 Mb).

There is no maximum number of applications to be received.

Preparing and completing the required forms and documents

Prepare your application carefully to avoid lengthening the processing time.

You can fill out the forms marked “dynamic” directly on the screen. You must then print and sign them.

The form must be duly completed and signed. To be complete and eligible, your application must meet the requirements outlined in this appendix.
 
Business plan and service offer
You should use the following templates to draw up your business plan and service offer:
Declaration by a candidate practicing a regulated trade (PDF 565 Kb) (in French only)
You must complete this form if you or your accompanying spouse are practising or have training to practise a regulated trade or profession in Québec.  

Take note of the conditions for admission to the professional order before you apply.

Declaration by a physician trained outside Canada and the United States (PDF 555 Kb) (in French only)
You must complete this form if you or your accompanying spouse are practising or have training to practise one of these professions in Québec:
  • Medical specialist
  • General practitioner
  • Family doctor
Declaration of a candidate practising the teaching profession in preschool, elementary or secondary school (PDF 543 Kb) (in French only)
You must complete this form if you or your accompanying spouse are practising or have training to practise one of these professions in Québec:
  • Preschool teacher
  • Elementary or secondary school teacher
General notice

Your documents must be:

  • properly completed
  • written entirely in French or English; otherwise they must be accompanied by a French translation by a recognized translator This hyperlink will open in a new window.

  • submitted within the established timelines

Paying your application review fee

Full payment of the required fee must be included with the required forms and documents.

Here are the fees for reviewing an application for permanent selection effective January 1, 2023. The fees are adjusted on January 1 of each year.

Principal applicant: $1,176

Wife or husband, spouse or common-law partner: $186

Each dependent child: $186

The fees must be paid:

  • in full
  • in Canadian funds only
  • by you or a third party
  • when the application is filed or mailed

These fees are not refundable even if your application is rejected.
 

Accepted payment methods

You may pay by the following payment methods.

By credit card

You must complete and sign the Payment by credit card (PDF 139 Kb) form and attach it to your application. Clearly indicate the amount payable on the form, or else it will be returned to you. If the credit card transaction is declined, you will not be notified and your entire file will be returned to you by regular mail.

By postal money order and bank draft

The following postal money orders, cheques and bank drafts are accepted:

  • Canada Post money order
  • Bank draft drawn on a Canadian bank

Postal money orders and bank drafts must be:

  • Made out to the Minister of Finance of Québec
  • Mailed to the Ministère de l’Immigration, de la Francisation et de l’Intégration, together with your application
  • Identified with the applicant's name in block letters on the back

The following payment methods are not accepted:

  • Cash payments
  • Personal cheques
  • Traveller’s cheques

Mailing your application

You must send your complete application by mail, in one envelope.

You must attach to your application:

  • The application form for permanent selection
  • The documents to be submitted in support of your application
  • The payment of the fees required to review your application

Ensure you send a complete application to avoid it being returned to you unprocessed.

You must mail everything to the following address:

Using a representative to submit your application

You do not need to retain a paid representative to undertake your immigration process. No priority or special treatment will be granted to you if you use the services of an immigration professional.

Add or remove a family member after submitting your application to immigrate

If you have already submitted an application for permanent selection, you may add or remove a family member.
