Selection conditions

You must meet all of the conditions of the pilot program to be eligible and to obtain a Certificat de sélection du Québec (Québec selection certificate).
 
The permanent immigration pilot program for orderlies is comprised of two streams:  

  • Work;
  • Work-study.

Specific conditions apply depending on the stream under which you submit your application. You must also meet the conditions common to both streams.

Conditions common to both streams

To be selected, you must meet the following conditions: 

  • Be 18 years of age or older;
  • Intend to settle in Québec to work for a company over which you exercise no direct or indirect legal or de facto control;
  • Work as a patient service associate in Québec for a company over which you exercise no direct or indirect legal or de facto control;
  • Have a knowledge of spoken French that corresponds to level 7 of the Échelle québécoise des niveaux de compétence en français This hyperlink will open in a new window. (in French only);
  • Demonstrate your ability to be financially self-sufficient.

Knowledge of French

You must have knowledge of oral French that minimally corresponds to Level 7 on Échelle québécoise des niveaux de compétence en français This hyperlink will open in a new window. (in French only) or its equivalent. Knowledge of oral French includes oral comprehension and oral expression.  

When you submit your application for permanent selection, you must complete a declaration on your knowledge of French. You must also include with your declaration one of the following supporting documents:

  • A final transcript or transcripts for each year of study showing that you have successfully completed at least three years of study:
    • Secondary or post-secondary; 
    • On a full time basis; 
    • Conducted entirely in French.

The result of each course must be visible on the transcript.

General notice
  • The electronic versions of the above-mentioned attestations of test results are also recognized. You must take these tests in a centre certified by the organization that offers them.
  • Only attestations of test results issued by the Chambre de commerce et d’industrie de Paris-Île de France and France Éducation International are recognized by the Ministère de l’Immigration, de la Francisation et de l’Intégration.
  • Your test results must not date back more than two years from the date you submit your application.

Financial self-sufficiency

When you submit your application, you must sign the Financial self-sufficiency contract – Skilled workers (PDF 100 Kb).

This contract requires you to provide for yourself and any accompanying family members for at least the first three months after you become a permanent resident.

Here are the amounts in effect for 2023, in Canadian dollars, that you must have at your disposal. These amounts vary according to the number and type of dependents accompanying you:

Conditions for the Work stream

If you are submitting an application under the Work stream, you must meet the following conditions:

  • Hold a diploma related to the occupation of orderly. This diploma must have been obtained following completion of a study program:
    • Of at least one year;
    • On a full-time basis;
    • That minimally corresponds to a Québec diploma of vocational studies.
  • Have acquired the following work experience:
    • At least 24 months as an orderly in Québec during the 36 months preceding the date of submission of your application;
      or
    • At least 12 months in a health occupation related to basic personal care outside of Québec and at least 12 months as an orderly in Québec during the 36 months preceding the date of submission of your application.

Occupations targeted by this program

You must practise the occupation of orderly. This corresponds, under the National Occupational Classification, to occupation NOC 33102 – Nurse aide, orderly and patient service associate.

If you have practised an occupation other than that of orderly outside of Québec, it must be in the health sector and related to basic personal care. This occupation must correspond to one of the following occupations, under the National Occupational Classification (NOC):

  • NOC 31300 – Nursing coordinator and supervisor;
  • NOC 31301 – Registered nurse and registered psychiatric nurse;
  • NOC 31302 – Nurse Practitioners;
  • NOC 32101 – Licensed practical nurses.

Eligible work experience

To be eligible, your work experience must have been:

  • Gained legally;
  • Through paid work;
  • Full-time (30 hours per week or more) or equivalent;
  • Gained in a company over which you exercise no direct or indirect legal or de facto control.

Conditions for the Work-study stream

If you are submitting an application under the Work-study stream, you must meet the following conditions:

  • Have obtained a Québec Diploma of Vocational Studies (D.V.E.) leading to the occupation of patient service associates in the 24 months preceding your application;
  • Have at least 12 months of work experience as a patient service associates in Québec, gained during the 24 months preceding your application and after the date of completion of your program of study.

Eligible Québec diploma

To be eligible for the Work-study stream, you must have successfully completed the study program Institutional and Home Care Assistance (870 hours of continuous training) and obtained a secondary diploma of vocational studies.

Eligible work experience

To be eligible, your work experience must have been:

  • Gained legally;
  • Through paid work;
  • Full-time (30 hours per week or more) or equivalent;
  • Gained in a company over which you exercise no direct or indirect legal or de facto control.

Obtaining or renewing a work permit

After having completed your study program, you must be hired by a Québec employer and obtain a work permit.
