Today, the Québec government published in the Gazette officielle du Québec the Regulation to amend the Québec Immigration Regulation and the Regulation to amend the Immigration Procedure Regulation. They set out modifications related to Stream 3: Regulated professions under the new Qualified Worker Selection Program (QWSP), which will come into effect on November 29, 2024.
Under the QWSP, a person planning on practising a regulated profession in Québec must obtain proof of recognition of their skills or admission from the regulatory authority governing their profession in Québec in order to submit an application for permanent selection.
In order to take into account the processing times of the regulatory authorities, the regulatory amendments establish that persons invited to submit an application for permanent selection under Stream 3 will have a deadline of one year—instead of the 60 days stipulated in the other streams of the QWSP—to submit their application for permanent selection and to enclose all of the required documents.
Note that the QWSP will have four streams:
- Stream 1: High qualification and specialized skills
- Stream 2: Intermediate and manual skills
- Stream 3: Regulated professions
- Stream 4: Outstanding talent.
The QWSP will be integrated into the immigration application management system based on the expression of interest that the person must complete and wait to be invited and, if applicable, they must submit an application for permanent selection.
