DESCRIPTION OF THE ORGANISATION
The Québec Government has a network of 34 offices throughout the world, including eight general delegations (government offices) in the following cities: Paris, Brussels, Dakar, London, Munich, Mexico, New York and Tokyo.
Through its representations abroad, the Ministère des Relations internationales et de la Francophonie supports Québec businesses, creators, researchers and institutions by offering them services, advice, and activities tailor-made for the various countries in its network.
The Quebec Government office in London (QGOL) fulfills a mandate to promote trade, innovation, education, culture, and foreign investment. It offers businesses, creators, researchers, and Quebec organisations and establishments personalised services, advice, and activities based on development objectives in the United Kingdom, Ireland and Nordic countries.
For the trade and investment departments, the Quebec Government Office in London works closely with Investissement Quebec International to bring more foreign direct investment (FDI) to every region of Quebec and offers specialised assistance to Quebec businesses looking to diversify their markets and increase their exports.

SUPERVISION AND GENERAL ENVIRONMENT
Under the administrative authority of the Agent General in London, direct supervision of director of Europe FDI division of IQI (based in Montreal) and in direct collaboration with the Director, Foreign Direct Investment (UK, Ireland and Nordics the incumbent is an Investment Attaché responsible for the promotion of Quebec as an FDI destination to companies from the United Kingdom, Ireland and the Nordic countries, and the facilitation of expansion projects in Quebec.
The incumbent will have to work closely with the Director, Foreign Direct Investment (UK, Ireland and Nordics) in London, , colleagues at Investissement Quebec’s offices including Quebec-based headquarters and other locations, directors, attachés and the various internal teams located at the Quebec Government office in London, and other key partners and key stakeholders.
PRIMARY ROLE DESCRIPTION
In close collaboration with all stakeholders mentioned above, the Investment Attaché contributes to efforts aimed at targeting, attracting and convincing companies from the United Kingdom, Ireland and Nordic countries to carry out investment projects in Quebec. The incumbent must also participate in the execution of the strategy to support subsidiaries present in Quebec (from territories covered: United Kingdom, Ireland, Nordic countries) to maintain or expand their current lines of business and/or obtain new mandates from their global headquarters.
Action Plan and Business Strategy Development:
- Participate in the development of the business strategy and annual action plan.
- Contribute to continuous improvement efforts and the sharing of best practices related to prospecting and business development.
- Prepare tailored presentations and business cases highlighting Quebec’s competitive advantages and addressing investors’ strategic objectives.
- Ensure due diligence to identify qualified prospecting targets, relevant events and conferences to achieve annual objectives.
- Gather and analyse investment signals on a regular basis using various tools and databases such as LinkedIn, Sifted, news outlets, integrators including Nordic9 etc.
Business Development and Prospecting Activities:
- Contact new leads, prepare meetings, plan prospecting trips or B2B events attendance.
- Identify clients’ key objectives and challenges, prepare and present personalized business proposals.
- Set meetings with the leadership of local Head Offices of existing foreign subsidiaries in Quebec to promote the province as a reinvestment location.
- Develop a network of multi-sectoral contacts and partners to generate qualified leads.
- Collaborate for preparing bespoke trips and programs for investors’ and partners’ fact-finding missions to Quebec.
- Assist the director of FDI in designing agendas for prospecting missions multiple times a year by identifying leads, events, and securing meetings with new leads
- Assist the director of FDI in moving forward the pipeline of opportunities in collaboration with colleagues and external partners and stakeholders
Quebec Government Officials’ Visits and Role in Cultivating the IQI Brand:
- Participate in all aspects of Quebec Government Officials’ visits within the territory.
- Promote Quebec and Investissement Quebec International by using relevant Social Media platforms.
CRM and Other Related Tasks
- Update and enrich the CRM database.
- Prepare and present administrative and expense reports as required and in accordance with the organization’s procedures.
- Carry out any other activities and projects prioritized by Senior Management.
REQUIREMENTS
- Bachelor’s or equivalent degree from a recognised university in a field related to the position, including but not limited to commerce.
- At least 3 years of direct experience in international business development, international sales, or foreign direct investment attraction.
- General knowledge of Quebec’s economic strengths and in-depth knowledge of the markets covered (United Kingdom, Ireland, Nordic countries).
- Proven aptitude and experience with digital platforms, including Social media and CRM.
- Availability and ability to conduct in-person meetings and attend in-person events.
- Availability and ability to occasionally work outside of normal working hours and/or travel within the territory covered at short notice.
DESIRED QUALIFICATIONS
- Knowledge of the FDI decision process.
- Team player with sound judgement and excellent communication skills.
- Demonstrating a sense of initiative and be oriented towards achievement.
LANGUAGE SKILLS
Professional proficiency in English and French, both written and spoken.
Knowledge of a Nordic language is an asset.
CONDITIONS OF EMPLOYMENT
Maternity leave cover - full time for a one-year period.
35 hours per week – up to two days working from home
Annual salary: Between £ 63 649 and £ 78 073.
Start date: As soon as possible in October 2026.
ELIGIBILITY
The candidates must be authorised to work in the United Kingdom. The QGOL will not assist with the obtaining of work permits.
