Travel by air within Québec at discounted prices

The Regional Air Access Program (RAAP) provides a discount of 50% to 85% on the price of your plane tickets when you travel within Québec.

Revision of the carrier list

As of July 2, 2026, the list of carriers has been revised. All tickets purchased before this date remain valid. 

Eligibility

The RAAP fare applies to all tickets purchased either:

  • by an individual for personal travel
  • by a non-profit organization
  • for travel as part of a student activity (school, after-school, sports or cultural)

The RAAP fare does not apply to tickets:

  • purchased or reimbursed, in full or in part, by an organization (employer, company, agency, health centre, municipality, etc.)
  • used for business travel or work-related trips
  • used for charter flights

Maximum number of tickets

You are entitled to a maximum of six one-way tickets (three round-trip tickets) per person per year (from April 1 to March 31 of the following year). 

This limit does not apply if:

  • Your primary residence is located in the Abitibi-Témiscamingue, the Bas-Saint-Laurent, the Côte-Nord, the Eeyou Istchee Baie-James, the Gaspésie–Îles‑de‑la‑Madeleine, the Saguenay–Lac‑Saint‑Jean or the Nord‑du‑Québec region.
  • You are a full-time student at an educational institution and your parent or guardian resides in one of the above regions.

Eligible trips

Regional air travel tickets for which the point of origin and destination are in Québec are eligible. Trips within the same region or between two different regions are also eligible. Travel to destinations outside the province of Québec are excluded from the program.

Travel between the cities of Québec and Montréal, as well as flights to or from Nunavik, are not eligible.

How it works

To qualify for the discount, you must purchase a ticket at the RAAP fare from a participating airline.

Discounts range between 50% and 85%, depending on the destination.

Notes: 

  • For routes within the same region or between two different regions, the higher percentage of assistance is applied.
  • Levels of assistance have been determined on the basis of airfares offered without financial assistance, to ensure that the cost of travel to and from Montréal or Ville de Québec is similar from one region to another.
  • Trips whose origin and destination are not included in this table are not eligible.
  • By purchasing a ticket at the RAAP fare, passengers acknowledge that they have read and accepted the applicable terms and conditions.

Note that each carrier determines its own conditions of sale and ticket modifications.

Websites that compare prices from different carriers, such as SkyScanner or Kayak, do not allow tickets to be purchased at the RAAP fare.

*To purchase a RAAP fare ticket on the Air Canada website, first accept the terms and conditions displayed in the banner at the top of the flight search page. The RAAP fare is not accessible using the Air Canada mobile app.
