Digital Competency Framework in Education and Higher

The Digital Competency Framework, which consists of 12 dimensions, aims to foster the development of digital competency throughout Québec’s educational community.

It was designed to increase student autonomy and critical thinking skills with regard to the use of digital technology in an educational or professional context, or in everyday life. 

Digital competency is essential in today’s world to prepare future workers for tomorrow’s challenges, while technological innovations are transforming the labour market and influencing the skills sought by employers. 

The Reference Framework for Professional Competencies for Teachers (PDF 857 Kb), a tool for teachers intended to improve teacher training, presents the Mobilize digital technologies competency, which incorporates the 12 dimensions of the Digital Competency Framework (PDF 609 Kb).

Implementation

Two tools have been developed to facilitate the implementation of the Framework.

Pedagogical Guide (PDF 498 Kb) 
To help all educational and higher education stakeholders undertake pedagogical planning or educational projects to develop digital competency.

Digital Competency Development Continuum – Digital Competency Framework (PDF 724 Kb)
Learner progress matrices designed to illustrate three levels of digital competency development: beginner, intermediate and advanced.

A tool providing users with a fun way to develop digital competency and to find out more about the 12 dimensions of the digital competency presented in the Digital Competency Framework.

Produced in collaboration with various researchers from the Groupe de recherche interuniversitaire sur l’intégration pédagogique des technologies de l’information et de la communication (GRIIPTIC) and presenting concrete examples for applying the 12 dimensions of the digital competency as well as other elements of the Framework in both education and higher education.

Highlights initiatives concerning the use of digital technology in teaching and learning by making connections with the dimensions of the Digital Competency Framework.
