The budget rules establish the terms and conditions for the funding and subsidies granted to school service centres, school boards and private educational institutions accredited for purposes of subsidies.
Special-status school boards and the Naskapi School
The Cree, Kativik Ilisarniliriniq school boards and the Centre de services scolaire du Littoral have special status because they were not established under section 111 of the Education Act.
The Cree and Kativik Ilisarniliriniq school boards were actually created in 1978 under the James Bay and Northern Québec Agreement and the Centre de services scolaire du Littoral was created under the Act respecting the School Board of the North Shore of the Gulf of St. Lawrence, passed in 1967.
The Minister is responsible for developing funding rules for these school boards, subject to the provisions of the James Bay and Northern Québec Agreement and the Act respecting the School Board of the North Shore of the Gulf of St. Lawrence. The Minister must also submit these funding rules to the Conseil du trésor for approval.
The Naskapi School was created under the Northeastern Québec Agreement and the Central Québec School Board was mandated to provide administrative support. This school comes under The Education Act for Cree, Inuit and Naskapi Native Persons.
