Content for the development of personal and social competencies among students

The content for the development of personal and social competencies (PDF 831 Kb) is designed to support all students in preschool, elementary and secondary school, adult general education and vocational training in acquiring the knowledge and skills they need to develop these competencies.

At the elementary and secondary levels, the content has been implemented since the 2025-2026 school year. Some content is also recommended at the preschool level, but it is not compulsory. Adult education and vocational training centres can refer to the content at the secondary level.

The development of personal and social competencies is a lifelong process. Everyone has their own pace and distinct needs, and young people must be considered active agents in their own development. It is therefore important to take continuous and sustained, rather than sporadic, action, and to not resort to simply managing emergencies or problem situations as they arise.

To this end, 23 elements of content, presented in the Progression Chart of the Content for the Development of Personal and Social Competencies (PDF 300 Kb), have been developed. The details necessary for the content to be conveyed is provided in an information sheet for each element. The content must be conveyed to students through structured educational interventions or any other educational strategy that school staff deem appropriate in a given situation.

As the elements of content do not constitute a subject, they are not evaluated. However, students may be provided with feedback on their learning. Simple mechanisms should be implemented to ensure that students are being presented with the content and that they understand it.
