Facilitating Interprovincial Mobility Through the Red Seal Program

If you reside in Québec, you can work elsewhere in Canada if your certificate of professional qualification is valid in other provinces. The Red Seal Program establishes common (interprovincial) standards to assess the skills of tradespeople across Canada.

Overview and objective

The purpose of the Red Seal Program is to facilitate labour mobility in Canada and allow skilled workers to practise their trade in the participating provinces and territories.

The Red Seal endorsement proves that workers meet Canadian standards in terms of the skills and knowledge required to practise their trade. To find out which trades are recognized under the Red Seal Program, see the list of Red Seal Trades.

Under the Canadian Free Trade Agreement (CFTA), skilled workers who practise a regulated trade can work in another Canadian province, with or without the Red Seal endorsement on their certificate of professional qualification. However, we strongly recommend that you obtain the endorsement to facilitate the recognition process.

Eligibility

You can take advantage of the Red Seal Program if you hold a certificate of professional qualification issued by the Ministère de l’Emploi et de la Solidarité sociale or the Commission de la construction du Québec (CCQ).

How to obtain the Red Seal endorsement

To obtain the Red Seal endorsement, you must submit an application to verify your eligibility.

If you meet the eligibility criteria, you will receive a notice to register for a Red Seal examination session.

Taking the Red Seal exam

The exam is to verify that your training and skills meet the interprovincial standards for a designated trade. This is usually a written exam held at the Ministère’s exam centre.

For welding and hairdressing, you may have to take a practical exam.

Exam content

The Red Seal exam focuses on the main aspects of your trade.

The written exam consists of 100 to 150 multiple-choice questions. You will have 4 hours to complete the exam. The passing grade is 70%.

The necessary material and a calculator will be made available to you.

Cell phones, pagers, laptops or any other electronic equipment are not permitted in the exam room.

Passing the exam

If you pass the exam, your certificate with the Red Seal endorsement will be mailed to you.

Retaking the exam

If you fail the exam, you can retake it. You do not have to wait to retake the exam.  

If you are retaking the exam after having failed it twice, you must provide proof that you have upgraded your skills.

You must provide proof of degree completion in your field of qualification issued by the CCQ, a school board or a recognized institution (CMMTQ, ÉTG, etc.).
