Services for the English-speaking population

The Act respecting the governance of the health and social services system (Act or LGSSSS) recognizes the right of English-speakers to receive health and social services in English, in keeping with the organizational structure and human, material and financial resources of the institutions providing such services and to the extent provided by the access program referred to in section 415 of the Act.

Access Program to Health and Social Services in English for English speakers

Under section 415 of the LGSSSS, Santé Québec must develop an access program to health and social services intended for the English-speaking population. This program:

  • identifies the services offered by institutions that are accessible in English for English-speaking persons
  • may, with the agreement of a private institution, indicate the services that may be provided in English to Santé Québec users by that institution under an agreement

The access program must be reviewed every five years and remains valid until a new program is approved.

Services offered in English by institutions and facilities

Depending on the region, some institutions and facilities are designated to offer all their services in English, while others offer only those services identified in the access program.

It is recommended that individuals consult the access program, contact the facility or institution in their region, or visit the website to verify which services are offered in English before visiting in person.

Institutions and facilities offering all their services in English

Designated institutions and facilities are required to make health and social services available in English to English-speakers. They were designated by the government after being recognized by the Office québécois de la langue française in accordance with section 29.1 of the Charter of the French language (CFL), as they primarly serve an English-speaking clientele.

To ensure continuity of designations made prior to the coming into force of the LGSSSS, section 1518 of the Act provides that Santé Québec is deemed to have automatically obtained the linguistic recognition provided for in section 29.1 of the CFL for facilities that, on the eve of the merger, already benefited from such recognition if:

  • they were maintained by a non-merged institution recognized under section 29.1 of the CFL or by an integrated health and social services centre deemed to have obtained such recognition
  • they were maintained by an integrated health and social services centre that was itself deemed to have obtained such recognition

National committee

The mandate of the Comité national sur la prestation des services de santé et des services sociaux en langue anglaise is to advise the government on the provision of services in English. It also provides its opinion on the approval, evaluation, and modification of the access program to health and social services in English for English-speakers developed by Santé Québec.
