The Act respecting health and social services recognizes the right of English-speaking persons to receive health and social services in the English language.
Access to these services in the English language depends on the organizational structure and human, material and financial resources of the institutions and the extent to which they are provided by an access program.
Some institutions and facilities are designated to offer all their services in the English language while others must offer some services in the English language. The institutions indicate on their website which services they offer in the English language.
Any public institution must develop a health and social services access program in the English language for its English-speaking clients. The program must identify the services accessible in the English language in its facilities. It can include some facilities of other accredited public or private institutions with which there is a formal service agreement. It must be reviewed every five years and remain effective until the approval of a new access program.
An institution is the legal entity with legal capabilities and responsibilities, such as a CISSS or a CIUSSS. The facility is the physical location where health and social services are received, such as a hospital or a CLSC. An institution generally has several facilities.
Institutions and facilities offering all their services in the English language
“Designated” institutions and facilities are required to make all their health and social services accessible in the English language to English-speaking persons.
They are designated by the government and recognized under section 29.1 of the Charter of the French language as offering the majority of their services to English-speaking people.
Some regions do not have an institution that offers all its services in the English language. The people can then communicate directly with the institution in their region or consult its website to find out which specific services it offers in English.

Provincial Committee
The mandate of the Comité provincial pour la prestation des services de santé et des services sociaux en langue anglaise is to advise the government on the provision of services in the English language. It also advises on the approval, evaluation and modification of each access program developed by an institution.
