Immigration rules and procedures

The rules governing the transmission, intake and processing of permanent selection applications submitted by economic immigration candidates and undertaking applications submitted under the Program for Refugees Abroad (Collective Sponsorship) and the Family Reunification Program are specified in the table below.

Please note that under section 32 of the Québec Immigration Act, the permanent immigration pilot programs have a duration of five years. Consequently, as planned since the implementation of the pilot program in spring 2020, the following three permanent immigration pilot programs ended on January 1, 2026:

  • Food processing workers
  • Orderlies
  • Workers in the artificial intelligence, information technologies and visual effects sectors

The maximum number of undertaking applications to sponsor a spouse or a common-law spouse, a conjugal partner or a dependent child aged 18 or over has been reached.

The maximum number of undertaking applications to sponsor a parent, grandparent or another family member** has been reached.

From June 26, 2024 to June 25, 2026 inclusive

* Some applications are not subject to this maximum number and may be submitted at any time, even if the maximum number of applications to be received has been reached, up to and including June 25, 2026. See this page for more details: Rules for receiving applications.
