List of authorities recognized by the Ministère for certifying documents

The Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI) may ask you to provide a certified copy of a document as part of its documentary requirements.

You must submit a copy of the document certified as a true copy of the original by:

  • The issuer of the document
    OR
  • A recognized authority of the country or territory that issued the document.

A copy certified by the document issuer is always the preferred format.

Please allow some time for us to verify the accuracy of the information you provide. The time needed may be shorter if you provide copies certified by the issuer.

If you need to certify more than one document issued by different countries, you must check the requirements of the country or territory where each document was issued.

If you are unable to obtain a certified copy of an original school document, you may send us the original or a duplicate issued by the educational institution (photocopies are not accepted). You must also provide a signed and dated letter stating that you agree to transfer it to the Ministère.

The person examining your application may ask you to prove the authenticity of your statements, in particular of documents issued by recognized authorities.

  • Document issuer (For Québec vocational diplomas and college diplomas awarded by the ministère de l’Éducation et de l'Enseignement supérieur, copies of diplomas and transcripts can be submitted instead of true certified copies.)

  • If you are outside the territory of Québec or Canada, you must submit the original or a copy of the transcripts issued by the educational institution (photocopies are not accepted). Note that, according to the Directive sur la gestion des documents originaux, we do not return original transcripts issued by a Canadian institution. For copies of your diplomas, if you are unable to have them certified as true by an authority recognized for certifying documents issued by Québec or Canada, you must have them certified by a recognized authority in your country of residence (refer to the table for the corresponding country or territory.
  • If you want to have a document issued by a country or territory other than Canada certified as a true copy, you must refer to the table for the corresponding country or territory.

Authorities recognized for certifying Japanese documents:

  • Notary of the country issuing the document (koshonin - t he shiho shoshi and the gyosei shoshi are not recognized)

Notes:

  • While the certified true copy does not exist in Japan, a Japanese notary (koshonin) can certify the authenticity of copies of diplomas or other documents. This person can issue a document called tohon ninsho, which can replace a certified true copy. For more information, consult the Japan National Notaries Association’s website.
  • A duplicate issued by the document issuer is always the preferred format. Note that processing time is required to verify the accuracy of the information you have provided. This processing time could be shorter if you submit duplicates.

  • Lebanese secondary - or university-level educational institutions
  • Lebanese diplomatic or consular missions
  • Notaries in Lebanon

Notes:

  • If you are outside the territory of Lebanon, you can have your documents certified as true copies by a Lebanese embassy or consulate. Note that to be certified as true copies by a Lebanese notary or Lebanese diplomatic or consular mission, the documents must first be authenticated by Lebanon’s Ministry of Foreign Affairs and Emigrants.

  • A notary from the country issuing the document (in US states where notaries are authorized by law to certify copies of original school documents).

  • If you are unable to obtain certified copies of your transcripts from a recognized U.S. authority, you must send us the original or duplicate of your official transcripts issued by the educational institution (photocopies are not accepted).
  • If you cannot obtain certified copies of your diplomas from a recognized US authority: You can send us the original or duplicate copies of your diplomas issued by the educational institution (photocopies are not accepted). You must also provide a signed and dated letter stating that you agree to transfer these documents to the Ministère.
  • If you live outside the United States, you can have your documents certified by a recognized authority in your country or territory of residence. Please refer to the relevant country or territory in the table.
  • Please note that we do not return transcripts or diplomas issued by a US institution.
  • Please note that Canadian notaries can no longer certify school documents.

Notes:

A copy certified as true by the document issuer is always the preferred format. Note that processing time is required to verify the accuracy of the information you have provided. The processing time could be shorter if you submit copies certified as true by the issuer.

If you are outside the territory of Venezuela, you can have your documents certified as true copies by a Venezuelan embassy or consulate.

If you want to have a document issued by a country or territory other than Venezuela certified as a true copy, you must refer to the table for the corresponding country or territory.

The following authorities are recognized by the Ministère:

  • the issuer of the document
  • a government department
  • a local or regional administration (governorate, municipality, city hall, prefecture, sub-prefecture, wilaya, commune, borough)
  • a notary of the country issuing the document

Note:

  • Lawyers and police officers, with certain exceptions, are not authorities recognized by the Ministère de l’Immigration, de la Francisation et de l’Intégration for certifying documents
  • A copy certified as true by the document issuer is always the preferred format. Note that processing time is required to verify the accuracy of the information you have provided. This timeframe may be shorter if you submit copies certified as true by the issuer.
  • Copies certified as true by the embassies and consulates of the countries or territories that issued the original document are accepted.
