This form allows you to submit a claim for reimbursement of the fees payable for an application submitted under the Regular Skilled Worker Program (RSWP) before August 2, 2018 and covered by the Act to increase Québec's socio-economic prosperity and adequately meet labour market need through successful immigrant integration, which was approved on June 16, 2019.

Under this Act, your application for a Québec selection certificate is terminated because, on the basis that on the date of assent to the Act, a selection, refusal or rejection decision had not been made. The Ministère is currently in the process of refunding the fees paid when these applications were submitted, in accordance with section 28 of the Act.

Here is what you need to do to get your refund:

  1. Access the online refund form
  2. Enter the requested information
  3. Attach the required documents (photocopy of your passport identity page, a specimen cheque if your bank is located in Canada)
  4. Click at the bottom of the page on the "Submit" button

The refund will be made by bank transfer according to the information you have provided in the form.

The Ministère will process the refund as soon as possible; however, the delays also depend on your financial institution.

The Ministère wishes to build on its new immigration application management system based on the declaration of interest, which allows it to invite as a priority those who best meet the needs of the Québec labour market to submit a permanent selection application.

The new immigration application management system based on the declaration of interest offers more flexibility to meet the needs of Québec's labour market, in particular by adjusting the invitation criteria to Québec's current and evolving needs.

With its new system, the Ministère also aims to reduce application-to-approval times in order to accelerate the arrival of selected persons in Québec.

How do I know if my request is affected by the refund?
The Act terminated all applications submitted under the Regular Skilled Worker Program (RSWP) before August 2, 2018, for which no selection, refusal or rejection decision had been made as of June 16, 2019.

Precisely, what expenses will be reimbursed?

I completed my form online, but failed to attach my documents (or they are not in compliance). What do I need to do?

Can my representative or lawyer manage my request for refund? And what is the procedure?
If you would like a representative or lawyer to represent you for your application for reimbursement, you must provide a representation mandate.

Can my representative receive my reimbursement?

I do not have a bank account, can I use another person's bank account?
Yes, you can use a mandatary. This person can receive on your behalf the reimbursement you may be entitled to.

Does the deletion of an application for which a decision has not been rendered amount to a refusal or rejection decision?
No, because decision has been rendered. The Act terminates applications submitted under the Regular Skilled Worker Program before August 2, 2018, for which no selection, refusal or rejection decision had been made on June 16, 2019.

Does this refund provision apply to claims submitted under the Québec Experience Program?
No, the provision does not affect the Québec Experience Program. It applies only to applications that were submitted under the Regular Skilled Worker Program before August 2, 2018, and for which no decision had been rendered on June 16, 2019.

I am one of the people already employed in Québec who will be invited through Arrima. Do I have to request a refund and pay the fees for my new request?
No, if you are invited to apply under the Act, you will not have to pay the fee again when you apply, unless you wish to add a family member who was not included in your original application.

This way, you do not have to request a refund, as you will not be required to pay the fee for your new selection request.

When you reimburse me, am I still able to make a request?
Yes, you are able to d so by submitting a declaration of interest on the new Arrima platform.

Going forward, the Ministère will use its new system to invite to apply for permanent selection on a priority basis, those who best meet the needs of the Québec labour market.

Here are the main steps to follow when completing a Declaration of Interest:

  1. Create an account using an email address at the following link This hyperlink will open in a new window..
  2. Fill out a declaration of interest form and enter the requested information. It takes an average of 60 minutes to complete the online form. If necessary, consult the tutorial section of the Arrima page for more details on each section of the form.

    Once completed and filed, your form will be placed in the declaration of interest bank from which the Ministère will send invitations.
  3. Make sure to regularly update your declaration of interest according to your situation (new work experience, diplomas, French tests, etc.).

    The new Arrima platform now allows a better match between the profile of foreign nationals and the needs of the Québec labour market. For example, if your profile matches labour requirements, you may be invited to submit a permanent selection request.
