As part of the International Student Program (ISP), The Québec government has set the maximum number of applications for temporary selection for studies to be received between February 26, 2025, and February 26, 2026.
The decision to manage applications in 2025-2026 will result in a decrease in the number of applications for temporary selection for studies in the vocational training and college networks, while the number in the university network should remain stable.
If you are a foreign student or are considering studying in Québec, here's what you need to know:
You are not subject to the maximum number of applications to be received in 2025-2026 if:
You applied for a Certificat d'acceptation pour études du Québec (CAQ) before February 26, 2025, and are awaiting a decision;
or
You hold a CAQ for study and have received, or are awaiting, your study permit from the Government of Canada;
or
You hold a valid CAQ for studies and do not have to renew it beyond the expiry date shown on your CAQ;
or
You are already enrolled in a vocational training program and need to obtain a new CAQ for Studies to complete your program at the same educational institution;
or
- You attend a school (primary or secondary) or an adult education centre.
Some other categories of people are not affected by the maximum number of applications to be received. These exemptions are detailed on this Web page.
You may be affected by the 2025-2026 application limit for one of the following reasons:
If you are applying for a CAQ for studies, on or after February 26, 2025, for vocational, college or university training.
or
- If you need to obtain a new CAQ for studies to extend your stay due to a change of institution or level of study, or to extend a college or university program you have already started.
