Draft regulatory changes to the Program for Refugees Abroad (Collective Sponsorship) are published today in the Gazette officielle du Québec. These proposed changes are intended to strengthen the integrity of the program, preserve its humanitarian purpose and better protect sponsored refugees. They also aim to promote better reception and care for people sponsored by their guarantor.

The proposed changes provide, in particular, that organizations that submit an undertaking application as guarantor will henceforth have to hold the status of registered charitable organization (RCO).

In addition, the supervision of guarantors and the consequences in the event of a breach of their obligations will be reinforced.
