Updating the database of public authorities
Since bodies governed by public law are not subject to register in the Registre des entreprises du Québec, they must, if a change must be made to the information contained in the database of public authorities, apply to the Registrar for the latter to update the file. This application must be sent by email to the following address: req.autorite.publique@req.gouv.qc.ca.
The application must include
the Québec enterprise number (NEQ) starting with 88
The requested changes
the signature of a person authorized to request changes.
Public authorities are not subject to the Act mainly to improve the transparency of enterprises. They are therefore exempt from declaring information on ultimate beneficiaries and directors' dates of birth. What's more, they don't need to provide ID for each director.
The notion of public authority is a broad one, encompassing many different types of organizations. As a result, the information that organizations transmit to the Registrar is varied. In addition, some are complete, while others are a summary, since some organizations provide the Registrar with only the essential information that must appear in the database of public authorities, in accordance with Appendix A of Order-in-Council 3685-77, which stipulates the information elements.
