Certain companies in Québec are required to submit information on their pesticide purchases and sales to the Ministère de l’Environnement et de la Lutte contre les changements climatiques (MELCC) each year. This information is used to produce the Report on Sales of Pesticides in Québe c and monitor the degree to which the goal of reducing and rationalizing the use of these products has been achieved.
Companies that hold a Category A wholesale vendor’s permit are required to annually declare their pesticide sales that occur between January 1 and December 31 of each year. Holders of a Sub-class B1 retail vendor’s permit are required to annually declare purchases and sales of specific dangerous pesticides that occur between January 1 and December 31 of each year. Declarations are due no later than January 31 of each year. Declarations are mandatory even if the company neither sold nor purchased pesticides in the reporting year.
Required information
Permit holders are required to keep an up-to-date record of pesticide purchases and sales for five years rolling.

Based on the type of permit, the registre d’achat et de vente de pesticides que le titulaire d’un permis de catégorie A doit tenir (DOC 521 Kb) (French) or the registre d’achat et de vente de pesticides que le titulaire d’un permis de sous-catégorie B1 doit tenir (DOC 529 Kb) (French) template may be used.
In order to produce the most accurate picture possible of pesticide sales in Québec, declarations must be drafted so as to avoid identical quantities of pesticides being reported by two different companies or failure to report a quantity that in fact should have been declared. Declarers are in fact responsible for checking the public register (French) to see whether their supplier holds a Category A wholesale vendor’s permit and for ensuring that they fully understand the reporting regulations.
Holders of a Category A wholesale vendor’s permit are required to declare the following information:
- Pesticides sold during the reporting year. Companies located outside Québec should declare their sales within Québec;
- Pesticides manufactured and sold during the reporting year;
- Pesticides purchased from a non-holder of a Category A permit and were sold during the reporting year.
Holders of a Sub-class B1 retail vendor’s permit are required to declare the following information:
- Pesticides purchased from a non-holder of a Category A permit during the reporting year;
- Pesticides sold during the reporting year that required agrologist justification
. These are pesticides that contain atrazine or chlorpyrifos, any of the three target neonicotinoids (Clothianidin, Imidacloprid and Thiamethoxam) and seeds of selected crops that are coated with the above three neonicotinoids.
Submitting your declaration
Pesticide purchase and/or sales declarations must be submitted on the appropriate form using the online services of the Ministère de l’Environnement et de la Lutte contre les changements climatiques (MELCC). Authentication is required using one of the following:
- Your clicSÉQUR-Entreprises account
that was opened after November 2007. If your business does not have this type of account and it is located in Québec, you will need to register with clicSÉQUR-Entreprises

- Your TAM account
, if your business is not located in Québec.

The Report on Sales of Pesticides in Québec
The Report on Sales of Pesticides in Québec monitors annual changes to agricultural and urban pesticide sales and measures the risk index to human health and the environment. Since 1992, holders of a wholesale vendor’s permit are required to submit specific information on an annual basis. Since 2018, holders of a retail vendor’s permit are required to submit specific information on their sales of pesticides requiring agrologist justification on an annual basis.
