Declarations of pesticide purchases and sales

Certain companies in Québec are required to submit information on their pesticide purchases and sales to the Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) each year. This information is used to produce the Report on pesticide sales in Québec This hyperlink will open in a new window. (French) and monitor the degree to which the goal of reducing and rationalizing the use of these products has been achieved.

Companies that hold a Category A wholesale vendor’s permit are required to annually declare their pesticide sales that occur between January 1 and December 31 of each year. Holders of a Sub-class B1 retail vendor’s permit are required to annually declare purchases and sales of specific dangerous pesticides that occur between January 1 and December 31 of each year. Declarations are due no later than January 31 of each year. Declarations are mandatory even if the company neither sold nor purchased pesticides in the reporting year.

Required information

Permit holders are required to keep an up-to-date record of pesticide purchases and sales for five rolling years. The reference guide regarding the Regulation respecting permits and certificates for the sale and use of pesticides (PDF 2.57 Mb) (French) provides a sample pesticide purchase and sale register that is mandatory for holders of Category A permits (Schedule XX) and for holders of Subclass B1 permits (Schedule XXI).

Based on the type of permit, the pesticide purchase and sale register for Category A permit holders (XLSX 33 Kb) (French) or the pesticide purchase and sale register for Subclass B1 permit holders (XLSX 42 Kb) (French) template may be used.

In order to produce the most accurate picture possible of pesticide sales in Québec, declarations must be drafted so as to avoid identical quantities of pesticides being reported by two different companies or failure to report a quantity that in fact should have been declared. Declarers are therefore responsible for checking the public register This hyperlink will open in a new window. (French) to see whether their supplier holds a Category A wholesale vendor’s permit and for ensuring that they fully understand the reporting regulations.

Holders of a Category A wholesale vendor’s permit are required to declare the following information:

  • Class 1 to Class 5 pesticides sold during the reporting year. Companies located outside Québec should declare their sales within Québec;
  • Pesticides manufactured and sold during the reporting year;
  • Pesticides purchased from a non-holder of a Category A permit and sold during the reporting year.

By January 31, 2026, at the latest, you will only have to declare Class 4 and Class 5 pesticides that you sold in 2025.

Holders of a Sub-class B1 retail vendor’s permit are required to declare the following information:

  • Pesticides purchased from a non-holder of a Category A permit during the reporting year;
  • Pesticides sold during the reporting year that required agronomic justification This hyperlink will open in a new window. (French). These are pesticides that contain atrazine or any of the three target neonicotinoids (clothianidin, imidacloprid, or thiamethoxam) and seeds of selected crops that are coated with the above three neonicotinoids.

By January 31, 2026, at the latest, you will need to declare Class 1 to Class 3B pesticides that you sold in 2025.

Report on pesticide sales in Québec

The report on pesticide sales in Québec (PDF 1.04 Mb) (French) monitors annual changes to agricultural and urban pesticide sales and measures the risk index to human health and the environment. Since 1992, holders of a wholesale vendor’s permit are required to submit specific information on an annual basis. Since 2018, holders of a retail vendor’s permit are required to submit specific information on their sales of pesticides requiring agronomic justification on an annual basis.
