Certain companies are required to submit information on their pesticide sales to the Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) each year. This information is used to produce the Report on pesticide sales in Québec (In French only) and guide government actions on pesticides.
Companies that hold a Class A wholesale permit are required to annually declare their sales of Class 4 and 5 pesticides that occur between January 1 and December 31 of each year. Holders of a Subclass B1 retail sales permit are required to annually declare sales of Class 1 to 3B pesticides that occur between January 1 and December 31 of each year. Declarations are due no later than January 31 of each year. Declarations are mandatory even if your company has not made any pesticide sales.

Required information
Your company must declare certain information recorded in its pesticide sales register.
Holders of a Class A wholesale permit are required to declare Class 4 and 5 pesticides:
sold during the reporting year. Companies located outside Québec should declare their sales of pesticides within Québec during the reporting year;
manufactured and sold during the reporting year;
purchased from a non-holder of a Class A permit and subsequently sold during the reporting year.
By January 31, 2026, at the latest, you will only have to declare Class 4 and Class 5 pesticides that you sold in 2025.
You are required to declare this information by completing the form through the MELCCFP online services.
Holders of a Subclass B1 retail sales permit are required to declare the Class 1 to 3B pesticides you sold during the reporting year.
By January 31, 2026, at the latest, you will need to declare Class 1 to Class 3B pesticides that you sold in 2025.

Enterprise located in Québec: your clicSÉQUR-Entreprises account (in French only) that was opened after November 2007. If your business does not have this type of account, you must register with clicSÉQUR-Entreprises (in French only);
The report on pesticide sales in Québec (PDF 427 Kb) (In French only) monitors annual changes to agricultural and urban pesticide sales and measures the risk index to human health and the environment. Since 1992, holders of a wholesale permit are required to submit specific information on an annual basis. Since 2018, holders of a retail sales permit are required to submit specific information on their sales of pesticides on an annual basis.
