Ontario-Quebec Trade and Cooperation Agreement

If you would like to be able to work in both Québec and Ontario, the Ontario-Quebec Trade and Cooperation Agreement facilitates labour mobility between these two provinces.

Eligibility

You can take advantage of this Agreement if:

  • you live in Québec, obtained your certificate of qualification in Québec and would like to work in Ontario;
  • you live in Ontario, obtained your certificate of qualification in Ontario and would like to work in Québec.

For Québec residents

If you hold a valid certificate of qualification issued by the Ministère de l’Emploi et de la Solidarité sociale, you can obtain the corresponding certificate in Ontario in these fields:

  • Gas
  • Fuel-oil heating
  • Mechanical conveyor systems mechanics  
  • Stationary engine mechanics  

To obtain the corresponding certificate in Ontario, you must contact the Technical Standards and Safety Authority (TSSA).  

The TSSA will issue the corresponding certificate:

For Ontario residents

If you live in Ontario and hold a certificate of qualification that is valid in this province, you do not have to obtain a Québec certificate to practise the following trades:

  • Electrician
  • Plumber
  • Steamfitter
  • Refrigeration and air conditioning systems mechanic

If you want to practise, in Québec, one of the other trades for which both provinces issue certificates of qualification and you hold a certificate that is valid in Ontario, you must apply for the Québec certificate.

You will have to pay the required fees, but you will not have to go through the process of obtaining the certificate.

The Ministère recognizes various certificates of qualification issued by the TSSA and the Ontario College of Trades.

Submitting an application

If you wish to take advantage of the benefits offered by the Ontario-Quebec Trade and Cooperation Agreement, you must follow a few steps:

  1. Consult the Information Guide — Enrolment Application — Qualification Program (PDF 501 Kb).
  2. Complete the Enrolment Application — Qualification Program (PDF 604 Kb).
  3. Pay the required fees to obtain your certificate of qualification. For this, consult the Current fees (PDF 122 Kb);
  4. Mail your application, the required documents and your payment to the following address:
