Reporting a cheque from the Québec government cashed without your authorization
Fraudulent endorsement occurs when someone cashes a cheque on your behalf, without your authorization. This can be the result of theft, forgery, or an error by the financial institution at the time of cashing.
If you suspect fraudulent endorsement of a cheque from the Ministère des Finances:
1 – Identify the origin of the cheque
Identify the department or organization responsible for the cheque, then contact them to report the fraudulent endorsement. Someone from the department or organization will assist you in the process of obtaining a new payment.
2 – Complete a statutory declaration (in French only)
Once you have contacted the department or organization responsible for your cheque, someone will help you complete a statutory declaration, in which you confirm under oath that you have not cashed the cheque.

3 – Send your statutory declaration to the department or organization responsible for your cheque
The department or organization responsible for the cheque will provide you with the contact information to use to send your statutory declaration.
After receiving your declaration, the department or organization responsible for the cheque will submit a refund request to the Ministère des Finances. It will take the financial institution at least 60 days Read the content of the note 1 to process the request.
You will be notified when the refund has been made, and a new payment will be issued to you, if applicable.
