Verify, cash or replace a cheque of the Ministère des Finances or send a cheque to the Québec government

Identifying the origin of a cheque

If you have received a cheque marked “Finances Québec,” locate the first 3 digits in the upper right corner of the cheque. Use these digits to find, in the table below, the department or organization responsible for the cheque, which will help you:

  • understand why the cheque was issued;
  • report a change of address;
  • sign up for direct deposit.

What to do if a cheque is refused

A cheque from the Ministère des Finances may be refused by a financial institution for the following reasons.

Damaged cheque

If the cheque is damaged or if the series of digits at the bottom of the cheque is illegible, you may request a new payment to the department or organization responsible for the cheque.

Cheque already cashed

You may have already cashed the cheque by mistake. To find out, verify your bank statement or contact your financial institution.

To avoid such a situation, we suggest writing the date on which you cashed it on the back of the cheque after you deposit it. Then wait until the end of the period recommended by your financial institution and safely destroy the cheque.

If there is no indication that you have already cashed a cheque that belongs to you, please contact the department or organization responsible for the cheque to report a fraudulent endorsement

Cashing a cheque without a bank account

If you do not have a bank account, you can cash a cheque from the Ministère des Finances of up to $1 750 by going to one of the following financial institutions. Make sure that you have the following with you:

  • the cheque made out to you;
  • an official photo ID with your signature (or two other IDs with your signature).

The following institutions accept cheques from the Ministère des Finances without a bank account: 

  • Bank of Montreal
  • CIBC
  • Desjardins
  • National Bank
  • Royal Bank
  • Scotiabank
  • TD Bank

Cashing a cheque at a retail store

A merchant should not assume the responsibility of cashing a cheque from the Ministère des Finances. At most financial institutions, a person can cash a cheque from the Ministère des Finances even if they do not have a bank account, provided certain conditions are met. 

No fees may be charged by a merchant to cash a cheque from the Ministère des Finances.

Verifying the validity period of a cheque

A cheque issued by the Ministère des Finances is valid for a period of 12 months after the issue date.

Sending a cheque to the Québec government

When a citizen or business makes a payment by sending a cheque to the Québec government, they must follow the mailing instructions and send the cheque to the address of the department or organization to which the cheque is intended. Even though the Minister of Finances is indicated as the recipient of the cheque, the cheque should not be sent to the postal address of the Ministère des Finances, barring exceptional circumstances.
