Mission, vision and values of the Curateur public

Mission

The Curateur public represents incapable persons, looking after their well-being and managing their patrimony while taking into account their wishes and preferences. It also support the people close to them who are acting as their representatives or assistants. It carries out its mission in close collaboration with its partners.

To fulfill its mission, the Curateur public assumes the following responsibilities:

  • Act as tutor, tutorship council, or temporary representative by court order, as a last resort. In such cases, it protects the person based on their interests, respect for their rights, and the safeguarding of their autonomy, while taking their wishes and preferences into account.
  • Recognize assistants to persons of full age and maintain a public register of recognized assistants;
  • Support tutors to persons of full age and minors, and oversee their administration of patrimonies;
  • Inform assisted persons, represented persons, assistants, mandataries, tutors, and temporary representatives of the rules that apply to them;
  • Educate the public about issues surrounding incapacity and ways to protect an incapable person.

The Curateur public’s actions are guided by the values of empathy, commitment and collaboration. It responds to requests for information within a reasonable timeframe and in accordance with its Declaration of Services to the Public.

The Curateur public works closely with loved ones and partners, and continues to innovate to ensure the protections provided to the people it represents or assists are guided by concern for their well-being and tailored to their needs. This collective effort seeks to help incapable persons achieve their full potential.

As a government organization, the Curateur public adheres to the core values of Québec’s public administration: competence, impartiality, integrity, loyalty, and respect. These values guide its staff in their interactions with the public.

The Curateur public fulfills a unique mission in Québec, working with individuals who may be in highly vulnerable situations. Every day, it makes decisions that have a direct impact on people’s lives. Given the nature of its work, the Curateur public also embraces the following values in its decision-making:
