Authorized providers

Certain professionals working in the health and social services sector are authorized to share or view information in Québec Health Records (QHRs), based on their profession and the type of institution they practice in.

Authorized providers may share or view information in QHRs via the electronic prescription management system for medications, or in one or more of the following information domains:

  • Medication
  • Laboratory
  • Medical imaging
  • Hospitalization summaries

View information from all domains and retrieve information from the electronic prescription management system for medications

Some healthcare professionals may:

  • View medication information
  • View laboratory results
  • View medical imaging results
  • View hospitalization summaries
  • Add or withdraw electronic prescriptions
  • View electronic prescriptions
  • Retrieve electronic prescriptions

The above applies to the following providers:

  • Pharmacists who practice in the following settings:
    • A community pharmacy
    • A centre operated by a health and social services institution
  • Pharmacy residents and pharmacy interns who practice in the following facilities:
    • A centre operated by a health and social services institution
    • A community pharmacy

Persons who provide technical support services to a pharmacist practicing in a community pharmacy or in a centre operated by a health and social services institution may be granted the same rights as pharmacists, except for the right to add or withdraw electronic prescriptions.

View information from all domains and input information in the electronic prescription management system for medications

Certain providers may:

  • View medication information
  • View laboratory results
  • View medical imaging results
  • View hospitalization summaries
  • Add or withdraw electronic prescription
  • View electronic prescriptions

The above applies to the following providers:

  • Physicians who practices in the following settings:
    • A private doctor’s office
    • A specialized medical centre
    • A centre operated by a health and social services institution
    • Laboratoire de Santé publique du Québec
    • Centre de Toxicologie du Québec
  • Holders of a training card issued by the Collège des médecins du Québec or holders of an authorization issued by the Collège des médecins du Québec, and prescribing nurses who practice their profession in one of the following settings:
    • A facility operated by an institution
    • A private doctor’s office
    • A specialized medical centre
  • Midwives who practice their profession:
    • For an institution
  • Dentists who practice in the following settings:
    • A private dentist’s office
    • A centre operated by a health and social services institution
    • A private doctor’s office
    • A specialized medical centre

View information from all domains and view information in the electronic prescription management system for medications

Certain providers may:

  • View medication information
  • View medical imaging results
  • View hospitalization summaries
  • View electronic prescriptions

The above applies to the following healthcare providers:

  • Investigators, inspectors, and syndics acting on behalf of the Collège des médecins du Québec or the Ordre des pharmaciens du Québec
  • Physiotherapists, physiotherapy technologists, and occupational therapists who practice in the following settings:
    • A centre operated by a health and social services institution
    • A private doctor’s office
    • A specialized medical centre

View information from all domains (only)

Certain healthcare professionals may:

  • View medication information
  • View laboratory results
  • View medical imaging results
  • View hospitalization summaries

The above applies to the following healthcare providers:

  • Nurses who practice in the following settings:
    • A centre operated by a health and social services institution
    • A private doctor’s office
    • A specialized medical centre
    • Transplant Québec
  • Nursing assistants, dieticians, nutritionists, and respiratory therapists who work in the following settings:
    • A centre operated by a health and social services institution
    • A private doctor’s office
    • A specialized medical centre
  • Medical archivists who practice in:
    • A centre operated by a health and social services institution
  • Medical imaging technologists, radiation oncology technologists, and medical electrophysiology technologists who practice in the following settings:
    • A centre operated by a health and social services institution
    • A private doctor’s office
    • A specialized medical centre
    • A general medical imaging laboratory
    • A medical diagnostic radiology laboratory
  • People who provide technical support services to a physician who practices in the following settings:
    • A private doctor’s office
    • A specialized medical centre
    • A centre operated by a health and social services institution

Other access authorizations

Social workers who practice in a centre operated by an institution, a private doctor’s office, or a specialized medical centre may:

  • View medication information
  • View hospitalization summaries
  • View electronic prescriptions

Biochemists and microbiologists who practice in a centre operated by an institution or a medical biology laboratory may view medication information and laboratory results.

Laboratory technologists who practice in a centre operated by an institution, a private doctor’s office, a specialized medical centre, or a medical biology laboratory may consult laboratory results.
