Invitation to submit a permanent selection application through the Regular Skilled Worker Program
Once you have filed your expression of interest on Arrima, it will be placed in the Expression of Interest bank.
From this bank, people whose profile corresponds to Québec’s needs and who have good potential for integration into French are invited to submit an application for permanent selection.
If you are invited, you will receive a communication in your Arrima message centre with the information needed to access the form and submit a permanent selection application.
You may receive an invitation to submit your permanent selection application at any time. It is therefore important to regularly update your expression of interest.
If you provide inaccurate information in your declaration of interest, your invitation may be cancelled, or your application for permanent selection may be refused or rejected.
Invitation criteria and their score
The invitations are sent according to one or more criteria:
Criteria related to human capital
The criteria are as follows:
- knowledge of French;
- combined knowledge of French and English;
- age;
- length of professional experience;
- level of education.
Criteria related to the needs of the labour market in Québec and government priorities
The criteria are as follows:
- workforce diagnosis. This can be combined with the length of experience in the profession practised;
- field of training;
- Québec diploma;
- length of professional experience in Québec;
- length of professional experience in the rest of Canada;
- validated job offer This can be combined with the place of employment, depending on whether it is located inside or outside the territory of the Communauté métropolitaine de Montréal.
Criteria related to the spouse or de facto spouse (if applicable):
The criteria are as follows:
- knowledge of French;
- level of education.
- Québec diploma;
Other criteria
Certain invitations can also be sent based on criteria such as:
- the destination region in Québec;
- profession practised.
The criteria are determined by ministerial order published in the Gazette officielle du Québec .
Score associated with the criteria
All criteria may be scored. Then, these criteria can be used to classify people in the expression of interest bank. People can thus be invited, in particular on the basis of their score.

You can use the self-assessment tool (available in French only) to estimate the score you might obtain when submitting an expression of interest. This means you can assess your chances of receiving an invitation to submit an application for permanent selection.
The score you obtain through the self-assessment tool is provided for information purposes only. It allows you to assess your chances of receiving an invitation based on the information submitted and does not in any way constitute a guarantee.
Invitation exercises in 2024
The decisions to invite persons to submit an application for permanent selection made on the basis of invitation criteria are public under section 45 of the Québec Immigration Act.
From now on, only those who declare having a knowledge of spoken French corresponding to level 7 or higher on the Échelle québécoise des niveaux de compétence en français (PDF 4.94 Mb) (Québec scale of French proficiency) in their declaration of interest may be invited to submit an application for permanent selection.
Here are the invitations in 2024:
Number of invitations: the Minister of Immigration, Francization and Integration invited 1136 persons to apply for permanent selection.
Date and time of extraction from the Arrima bank: March 4, 2024 at 5:25 a.m.
These invitations were addressed to the persons meeting the following criteria:
- They had a level 7 oral proficiency (or higher) in French according to the Échelle québécoise des niveaux de compétence en français (PDF 4.94 Mb) (Québec scale of French proficiency levels for adult immigrants) or its equivalent;
- they had a score (PDF 309 Kb) equal to or greater than 603 points.
These invitations were also addressed to people meeting the following criterion:
- They had a level 7 oral proficiency (or higher) in French according to the Échelle québécoise des niveaux de compétence en français (PDF 4.94 Mb) (Québec scale of French proficiency levels for adult immigrants) or its equivalent;
- they had a valid job offer outside the territory of the Communauté métropolitaine de Montréal.
Number of invitations: the Minister of Immigration, Francization and Integration invited 1007 persons to apply for permanent selection.
Date and time of extraction from the Arrima bank: February 19, 2024 at 5:25 a.m.
These invitations were addressed to the persons meeting the following criteria:
- They had a level 7 oral proficiency (or higher) in French according to the Échelle québécoise des niveaux de compétence en français (PDF 4.94 Mb) (Québec scale of French proficiency levels for adult immigrants) or its equivalent;
- they had a score (PDF 309 Kb) equal to or greater than 608 points.
These invitations were also addressed to people meeting the following criterion:
- They had a level 7 oral proficiency (or higher) in French according to the Échelle québécoise des niveaux de compétence en français (PDF 4.94 Mb) (Québec scale of French proficiency levels for adult immigrants) or its equivalent;
- they had a valid job offer outside the territory of the Communauté métropolitaine de Montréal.

These invitations were addressed to the persons meeting the following criteria:

Since January 1, 2024, in addition to the invitations indicated in the above table, the Minister of Immigration, Francization and Integration also invited 9 persons to submit an application for permanent selection, in accordance with Section 26 of the Québec Immigration Regulation (CQLR, chapter I-0.2.1, r. 3) and section 47 of the Québec Immigration Act (CQLR, chapter I-0.2.1).
