Applying for permanent selection through the Regular Skilled Worker Program

Important notice

  • As of November 29, 2024, the Programme régulier des travailleurs qualifiés – PRTQ (Regular Skilled Worker Program) has been replaced by the Programme de sélection des travailleurs qualifiés – PSTQ (Skilled Worker Selection Program)
  • Anyone who had already declared an interest before November 29, 2024 without receiving an invitation must update their declaration of interest. 
  • On July 23, 2025, a ministerial order was published in the Gazette officielle du Québec. As of July 30, 2025, the review of applications for permanent selection submitted under the PRTQ by persons living in Québec as temporary foreign workers or students is prioritized.
  • With effect from November 3, 2025, individuals wishing to add or remove a family member from their permanent selection application must submit their modification request by regular postal service.

It is no longer possible to submit a permanent selection application under the Programme régulier des travailleurs qualifiés (Regular Skilled Worker Program) unless you have already been selected under this program and wish to submit a new application to add or remove a family member.

If you received an invitation to apply for permanent selection under the this program before November 29, 2024, and you submitted your application before the deadline, you can modify it as long as a decision has not yet been made.

Adding or removing family members after submitting your application

You can add or remove a family member in your permanent selection application. These family members may be:

  • A spouse;
  • A common-law partner;
  • A dependent child.

IMPORTANT!  Initially, submit your modification request form only. Upon receipt, we will send you a personalized list of documents to submit in support of your application, if necessary.

Paying your application fees

The following fees apply for the assessment of a new application to add a family member to your permanent selection application,  effective January 1, 2026.  These fees are adjusted each year on the 1st January.

Spouse or common-law partner: $201

Each dependent child: $201

Fees must be paid:

  • In full;
  • In Canadian dollars;
  • By you or by a third party.

Full payment of the required fees is necessary to review an application for permanent selection regarding the addition of one or more family members.

These fees are non-refundable, even if your application is denied or rejected.

Means of payment

You can pay online or by mail.

For online payment, we will contact you through Arrima to inform you of the online means of payment.

For payment by mail, the following means of payment are accepted:

  • Certified or validated cheque from a Canadian bank;
  • Cheque issued by a currency exchange broker;
  • Cheque issued by a Canadian company;
  • Canada Post money order;
  • Bank draft from a Canadian bank.

Cheques and bank drafts must:

  • Be made payable to the ministre des Finances du Québec;
  • Be mailed to the Ministère de l’Immigration, de la Francisation et de l’Intégration;
  • Have the name of the applicant in block letters on the back.

IMPORTANT! Once you have chosen to make a payment by mail, you cannot reverse your decision.

Note

For permanent selection applications submitted before 31 December 2018, you can fill out the Credit card payment form (PDF 140 Kb) if you are requesting a common-law partner or dependent child to be added to your immigration file.

Submitting the required documents

After submitting the form and paying the fees to review your application, you will receive a letter in your Arrima account informing you that you have 60 days to send us the necessary documents for the modification request.

If you wish to immigrate with your dependent child(ren) under the age of 18 without the other parent accompanying you, we will ask you to:

If you have a spouse or common-law partner, you must complete the Déclaration des conjointes ou conjoints (Declaration by spouses) (PDF 287 Kb) form (In French only).

You must also complete the Financial Self-Sufficiency Contract (PDF 277 Kb), which commits you to meeting your essential needs and those of the members of your family accompanying you for at least the first three months following your arrival in Québec.

If you add anyone to your application who is 18 years of age or older, they will have 60 days to obtain their attestation d’apprentissage des valeurs démocratiques et des valeurs québécoises (attestation of learning about the democratic values and Québec), otherwise your application will be rejected. However, the attestation of learning values is not required for the person you are adding if:

  • They hold a valid study permit or work permit and have already participated in the Objectif Intégration session;
  • They are exempted by regulation.

Your documents must be:

  • Filled out correctly;
  • Written entirely in French or English, or accompanied by a translation in French by a recognized translator;
  • Signed;
  • Provided in the required formats;
  • Submitted within the set timeframe.

If you have any information or documents that, in your opinion, support your selection under override, you may submit them at the same time, so that they can be evaluated, if needed. IMPORTANT! You are responsible for all the information you provide in your application. Anyone submitting false or misleading information faces serious consequences, including rejection of their application for permanent selection, for all future applications for a period of five years. Processing times

The commitment to render a decision on your application for permanent selection under the Programme régulier des travailleurs qualifiés - PRTQ (Regular Skilled Worker Program) within a maximum of six months ended on November 29, 2024 with the coming into force of the Programme de sélection des travailleurs qualifiés - PSTQ (Skilled Worker Selection Program).

Since July 30, 2025, the review of applications for permanent selection submitted under the PRTQ by persons living in Québec as temporary foreign workers or foreign students is prioritized. This prioritization seeks to accelerate the selection of persons likely to be already integrated into the labour market, in French, and who can therefore immediately respond to labour needs.

With regard to applications submitted from outside Québec, every effort is being made to render a decision as soon as possible.

By December 31, 2025, for all applications, one of the following actions has been planned:

  • a decision to select, reject or refuse have been rendered;
  • a notice of intention to reject or refuse the application have been sent, in accordance with the Act respecting administrative justice and the principles of procedural fairness.

The Ministère then plans to render a decision by June 30, 2026, with regard to applications that were subject to a notice of intention to reject or refuse and for which the applicant responded within the timeframes indicated in the notice.

Decisions

After reviewing your application, there are three possible outcomes:

1. You are selected

If you meet all of the program requirements and an interview is not required, you will receive:

  • Your Certificat de sélection du Québec (CSQ - Québec selection certificate) and those of accompanying family members;
  • Information on the next steps in your immigration process.

2. You have received an intent to deny

You will receive a letter informing you that your application for permanent selection could be denied if you do not meet all of the program conditions.

To be selected, you will need to present documents or justifications that could improve your application and allow you to meet all the conditions of the program.

If you respond within the deadline, the review of your application will continue. You will then receive a decision of acceptance or refusal.

If you do not respond within the given deadline, your application will be refused. You will have the option of submitting an application for administrative review.

3. You have received an intent to reject

You will receive a letter advising you that your application for permanent selection could be rejected if:

  • The Ministère de l’Immigration, de la Francisation et de l’Intégration has reason to doubt the authenticity of some of your declarations or the documents you have provided;
  • You have provided false or misleading information or documents;
  • You did not show up for your interview at the given date.

You must present convincing evidence to dispel the grounds for rejection communicated to you in the letter.

Following your response within the requested deadline, the review of your application will continue. You might also be called for an interview. You will then receive a decision of acceptance or rejection.

If you do not respond within the given deadline, your application will be rejected. You have the option of submitting an application for administrative review.

Submitting an application for permanent selection using a representative

It is not necessary to use the services of a person you pay to undertake your immigration procedures. No priority or special treatment will be granted to you if you use the services of an immigration professional.
