Invitations in Arrima for the Programme de sélection des travailleurs qualifiés (Skilled Worker Selection Program) (2025)
The decisions to invite persons to submit an application for permanent selection made on the basis of invitation criteria are public under section 45 of the Québec Immigration Act.
Here are the invitations according to the streams of the Programme de sélection des travailleurs qualifiés (PSTQ) (Qualified Worker Selection Program) in 2025.
Number of invitations: the Minister of Immigration, Francization and Integration invited 216 persons to apply for permanent selection in this stream of the PSTQ.

These invitations were addressed to persons meeting the following criteria :
- Their main occupation was in FEER category 0, 1 or 2 (“training, education, experience and responsibilities”);
- They did not plan to practise a regulated profession on the a Liste des professions réglementées (PDF 262 Kb) drawn up by the Minister;
- They had work experience in their main occupation of at least 12 months acquired over the last five years;
- They had a knowledge of French of level 7 or higher in the two oral competencies and level 5 or higher in the two written competencies according to the Échelle québécoise des niveaux de compétence en français or its equivalent;
- Their accompanying spouse, if applicable, had a knowledge of French of level 4 or higher in the two oral competencies according to the Échelle québécoise des niveaux de compétence en français or its equivalent.
- They were living in Québec;
- They had a Québec university, college or secondary vocational level diploma. A secondary vocational or college level diploma must certify a program of study of at least 900 hours; a university level diploma must certify at least 30 credits;
- They had a score (PDF 258 Kb) equal to or greater than 768 points.
Number of invitations: the Ministère de l'Immigration, de la Francisation et de l'Intégration invited 227 people to apply for permanent selection as part of the Programme de sélection des travailleurs qualifiés (Qualified worker selection program) component.
Date and time of extraction from the Arrima bank: August 25, 2025, at 8:00 a.m.
These invitations were issued to individuals who met the following criteria:
- Their main occupation was in FEER category 0, 1 or 2 (“training, education, experience and responsibilities”);
- They did not plan to practise a regulated profession on the a Liste des professions réglementées (PDF 262 Kb) drawn up by the Minister;
- They had work experience in their main occupation of at least 12 months acquired over the last five years;
- They had a knowledge of French of level 7 or higher in the two oral competencies and level 5 or higher in the two written competencies according to the Échelle québécoise des niveaux de compétence en français or its equivalent;
- Their accompanying spouse, if applicable, had a knowledge of French of level 4 or higher in the two oral competencies according to the Échelle québécoise des niveaux de compétence en français or its equivalent.
- They were staying in Québec;
- They had a Québec university, college or vocational secondary school diploma. The diploma must certify completion of a program of study comprising at least 900 hours of study, if it is at secondary vocational or college level, or at least 30 credits, if it is at university level.
- They had a score (PDF 258 Kb) of 760 points or higher.
Number of invitations: the Ministère de l'Immigration, de la Francisation et de l'Intégration invited 605 people to apply for permanent selection as part of the PSTQ component.

These invitations were issued to individuals who met the following criteria:
- Their main occupation was in FEER category 0, 1 or 2 (“training, education, experience and responsibilities”);
- They did not plan to practise a regulated profession on the a Liste des professions réglementées (PDF 262 Kb) drawn up by the Minister;
- They had work experience in their main occupation of at least 12 months acquired over the last five years;
- They had a knowledge of French of level 7 or higher in the two oral competencies and level 5 or higher in the two written competencies according to the Échelle québécoise des niveaux de compétence en français or its equivalent;

These invitations were also issued to individuals who met the following criteria:
- Their main occupation was in FEER category 0, 1 or 2 (“training, education, experience and responsibilities”);
- They did not plan to practise a regulated profession on the a Liste des professions réglementées (PDF 262 Kb) drawn up by the Minister;
- They had work experience in their main occupation of at least 12 months acquired over the last five years;
- They had a knowledge of French of level 7 or higher in the two oral competencies and level 5 or higher in the two written competencies according to the Échelle québécoise des niveaux de compétence en français or its equivalent;
- Their accompanying spouse, if applicable, had a knowledge of French of level 4 or higher in the two oral competencies according to the Échelle québécoise des niveaux de compétence en français or its equivalent.
- They were staying in Québec outside the territory of the Montreal Metropolitan Community;

- They held a document demonstrating an achievement indicated on the Liste des accomplissements exceptionnels (PDF 104 Kb) of the Ministère de l’Immigration, de la Francisation et de l’Intégration for Stream 4;
- They had a post-graduate diploma (doctorate);
- They had work experience in their main occupation of at least 36 months over the last five years.
Number of invitations: the Ministère de l'Immigration, de la Francisation et de l'Intégration invited 21 people to apply for permanent selection as part of the Programme de sélection des travailleurs qualifiés (Qualified worker selection program) component.

These invitations were addressed to people who met the following criteria
- They had a document that demonstrated exceptional achievement;
- They had a post-graduate diploma (doctorate);
- They had work experience in their main occupation of at least 36 months over the last five years.
Number of invitations: the Minister of Immigration, Francization and Integration invited 12 persons to apply for permanent selection in this stream of the PSTQ.
Date and time of extraction from the Arrima bank: November 30, 2025, at 7:00 p.m.
These invitations were addressed to people who met the following criteria:
- They held a positive opinion rendered by a Ministère partner in a targeted field listed on the Ministère website;
- They had work experience in their main occupation of at least 36 months over the last five years.
These invitations were also addressed to people who met the following criteria
- They held a document demonstrating an achievement indicated on the Liste des accomplissements exceptionnels (PDF 104 Kb) of the Ministère de l’Immigration, de la Francisation et de l’Intégration for Stream 4;
- They had a level of education equivalent to a doctorate in Quebec (including undergraduate doctorates);
- They had work experience in their main occupation of at least 36 months over the last five years.
Other invitations and additional information
Since July 1, 2025, in addition to the above-mentioned invitations, the Minister of Immigration, Francization and Integration also invited 21 persons to apply for permanent selection in accordance with section 26 of the Québec Immigration Regulation (CQLR, chapter I-0.2.1, r. 3) and section 47 of the Québec Immigration Act (CQLR, chapter I-0.2.1).
The Ministère de l'Immigration, de la Francisation et de l'Intégration also invited, by way of exemption, 6 people to apply for permanent selection. Due to a system error, these individuals were not invited to Phase 2 on July 31, 2025.
Persons having declared a main occupation that requires permanent residence or Canadian citizenship are not invited to apply for permanent selection. Therefore, the following occupations are excluded from the invitation exercise:
- 40040 Commissioned police officers and related occupations in public protection services
- 40042 Commissioned officers of the Canadian Armed Forces
- 41310 Police investigators and other investigative occupations
- 42100 Police officers (except commissioned)
- 42102 Specialized members of the Canadian Armed Forces
- 43204 Operations members of the Canadian Armed Forces
- 44200 Primary combat members of the Canadian Armed Forces
