Examination of the permanent selection application through the Programme de sélection des travailleurs qualifiés (Skilled Worker Selection Program)
The Ministère de l'Immigration, de la Francisation et de l'Intégration ensures that you have included all the required documents in your application.
Attestation d’apprentissage des valeurs démocratiques et des valeurs québécoises (Attestation of learning of democratic and Québec values)
After submitting your application for permanent selection, you will receive a communication from the Ministère inviting you, and any accompanying family members aged 18 or over, to obtain an attestation d’apprentissage des valeurs démocratiques et des valeurs québécoises.
You and the members of your family concerned will have 60 days to obtain your attestation from the date you receive the communication from the Ministère.
You will not receive this communication if you and your accompanying family members have already the Attestation.
Add or remove family members after submitting an application
You can add or remove accompanying family members from your application for permanent selection. The request is made in your online file.
These family members can be:
- A wife or husband;
- A spouse or common-law partner;
- A dependent child.
When you add a family member, additional fees will be charged for the examination of your application. If you remove a family member, any fees you have already paid will not be refunded.
If you wish to add a dependent child under 18 years of age without the other parent accompanying you, be sure to submit form Déclaration de consentement – Immigration d’un enfant mineur accompagné d’un seul parent ME-0032-2309 (Declaration of consent form - Permanent immigration of a minor child accompanied by only one parent) (PDF 133 Kb) with your application.
If you wish to add a spouse or common-law partner, you must complete the Déclaration des époux ou conjoints de fait (Declaration of Spouses or Common-Law Partners) (Available soon).
Any person you add to your application, who is 18 years of age or older, will have 60 days to obtain their Attestation d'apprentissage des valeurs démocratiques et des valeurs québécoises, unless they:
- Hold a valid study permit or work permit and has already participated in the Objectif Intégration session;
- Are exempted by regulation.
Override
If you do not meet the selection criteria and have submitted information or documents supporting your override selection, these will be reviewed when your application is examined. We would like to emphasize that the use of this discretionary power is exceptional and is at the discretion of the Ministère.
Interview
You may be asked to attend an interview to verify the accuracy of the information you provided in your application for permanent selection, or to carry out additional checks.
If this is the case, you will receive a notice in your Arrima account with the following details:
- Date of interview;
- Interview location;
- Interview time;
- Documents to have on hand.
Decisions
Once your application has been examined, there are three possibilities:
1. You have been selected
If you meet all the program requirements and an interview is not necessary, you will receive an email in your Arrima account:
- Your Certificat de sélection du Québec (Québec Selection Certificate) (CSQ) and those of your accompanying family members;
- Information regarding the next steps in your immigration process.
2. You receive an Intent of refuse
- You will receive a letter in your Arrima account informing you that your application for permanent selection may be refused if you fail to meet all the program requirements.
- You will need to respond to this letter by submitting the requested documents or supporting evidence within the required timeframe.
If you have any information or documents that, in your opinion, support your selection under override, you may submit them at the same time, so that they can be evaluated, if needed. If you reply within the requested timeframe, your application will continue to be processed. You will then receive an acceptance or refusal decision.
If you do not reply within the requested time, your request will be refused. Under certain conditions, you may then submit a request for administrative review.
3. You receive an Intent to reject
You will receive a communication informing you that your application for permanent selection may be rejected if:
- The Ministère has reason to doubt the authenticity of some of your statements or the documents you have provided;
- You have not provided the missing document(s) in support of your application within the requested timeframe;
- You did not attend your interview on the scheduled date.
You will then need to provide all the necessary documentation to support your application or, if appropriate, convincing evidence to overturn the reasons for refusal given in the letter.
If you reply within the requested timeframe, your application will continue to be processed. You may also be summoned for an interview. You will then receive an acceptance or rejection decision.
If you do not reply within the requested time, your request will be rejected. You will have the opportunity to submit a request for administrative review.
