Submitting an application for permanent selection through the Skilled Worker Selection Program
Actions to be taken
If you have received an invitation from the Ministère to submit an application for permanent selection, you must carry out the following actions. Please make sure you meet the deadlines:
1. Accept invitation
You have 30 days from the date the invitation is issued to accept it or to:
- Decline the invitation and tell the Ministère to withdraw your declaration of interest from the database of declarations of interest;
- Decline the invitation and tell the Ministère to keep your declaration of interest in the database of declarations of interest;
If you do not respond to the invitation within 30 days, your declaration of interest will become null and void and will be removed from the database of declarations of interest.
2. Submit your application
There are two possible situations.
First possibility - You have accepted an invitation to submit your application under Stream 1, 2 or 4, or under Stream 3, even though you already have proof of recognition of your qualifications from the regulatory authority.
You have 60 days from the date of acceptance to submit your application, along with the required documents and fees.

Second possibility - You have accepted an invitation to submit your application under Stream 3 even though you do not have proof of recognition of your qualifications from the regulatory authority.
You have one year from the date of acceptance to submit your application, along with the required documents and fees. This timeframe allows you to take the necessary steps with the regulatory authority that governs your occupation.

You should start taking steps as soon as possible after accepting the invitation to ensure that you obtain the proof of recognition of your qualifications from the regulatory authority that governs your occupation. The one-year period reflects the variability in the processing of applications submitted to the regulatory authorities for the issuance of the document required by the Ministère.
Providing the requested information
The information you provide in your declaration of interest will automatically be entered in your application for permanent selection.
You will still need to review this information once in your application to ensure that it is current. You will also be asked to provide additional information.
IMPORTANT! You are responsible for all the information you provide in your application. Anyone submitting false or misleading information faces serious consequences, including rejection of their application for permanent selection, for all subsequent applications for a period of five years. Please see the Notification regarding Web-based immigration fraud for information on how to protect yourself from fraud. If you believe you have witnessed a situation where the laws and regulations we apply do not appear to be being followed, you can report the practice you believe to be irregular using the Whistleblower Report Form.
Attaching supporting documents
When you apply for permanent selection, the documents you need to enclose are indicated. Please read the list of supporting documents for your application for permanent selection to get an overview of the documents you may be asked to submit.
All documents must be scanned in colour and compiled into a single PDF file.
Make sure that all documents are:
- Legible;
- Complete;
- Accurate;
- Submitted in the required formats;
- Written entirely in French or English. Otherwise, they must be accompanied by a translation into French or English by a recognized translator.
Keep all the documents you submit.
If documents are incomplete or not provided in the required format, you will receive a letter stating that documents have been rejected and that you have 60 days to submit them in accordance with the Ministère's requirements. After this time, your application will be rejected.
Override
If you have any information or documents that, in your opinion, support your selection under override, you may submit them at the same time, so that they can be reviewed, if needed. We would like to emphasize that the use of this discretionary power is exceptional and is at the discretion of the Ministère.
Paying the fees for examining an application
Here are the fees to be paid for the examination of an application for permanent selection as of January 1, 2026.
These fees are adjusted every January 1.
Main applicant: $940
Spouse or common-law partner: $201
Each dependent child: $201
Payment method
You must pay the processing fee by credit card.
Fees must be paid:
- In full;
- In Canadian dollars;
- By you or by a third party.
This fee is non-refundable, even if your application is refused or rejected.
Being represented
You will not receive priority or special treatment if you use the services of an immigration professional. So there's no need to use the services of someone you pay to undertake your immigration procedures.
