Documents to be submitted as part of an application for permanent selection under the Programme de sélection des travailleurs qualifiés (Skilled Worker Selection Program)
On this page, you will find all the supporting documentsthat may be required for an application for permanent selection under the Programme de sélection des travailleurs qualifiés. These documents must be submitted in the format specified by the Ministère.
You should only submit the documents that apply to your situation. Some documents are required for all applicants; others are only required if they apply to your situation.
If you are unable to provide a requested document, you can either submit an alternative document or provide a statement explaining why you cannot provide the requested document. The Ministère will take this into account when considering your application for permanent selection.
You may also send the document after you have submitted your application for permanent selection.
If your spouse is included in your application:
Declaration by spouses (A-0521-CF) (PDF 287 KB)
For married people
- Marriage certificate or record issued by the civil registry;
- At least two of the following documents:
- notice of marriage,
- publication of banns or exemption from publishing banns,
- wedding photographs,
- proof of payment of wedding expenses,
- another document issued by an official authority;
- At least two documents, one of which must be recent and the other must be more than one year old;
- mortgage, deed of sale, deed of purchase or rental agreement for a residence (lease),
- bank account statements,
- joint utility bills (electricity, gas, insurance, telephone or Internet service),
- personal income tax notice of assessment,
- photographs of everyday life,
- another document issued by an official authority;
- If your marriage took place in a country where polygamy is permitted, you must also provide a certificate confirming that both spouses were single prior to the marriage.
For common-law partners
- At least four of the following documents, two of which must be recent and the other two must be more than one year old:
- mortgage, deed of sale, deed of purchase or rental agreement for a residence (lease),
- bank account statements,
- joint utility bills (electricity, gas, insurance, telephone or Internet service),
- personal income tax notice of assessment,
- photographs of everyday life,
- another document issued by an official authority.
For people who are divorced or whose marriage has been annulled
- Divorce certificate or judgment, or certificate or judgment of marriage annulment.
For people whose spouse has died
- Death certificate of your spouse, issued by the civil registry office.
If you are including dependent children in your application, you must provide the following documents if they apply to your situation.
Children under the age of 18 included in the application, although the other parent or the person with parental responsibility is not
- Declaration of consent — Permanent immigration of a minor child accompanied by only one parent (ME-0032-2309) (PDF, 133 Ko) completed and signed, with a photocopy of an identity document of the parent or person with parental authority who is not included in the application;
- Death certificate or record of the non-accompanying parent or guardian issued by the civil registry.
Dependent children aged 22 or over included in the application
- An official medical certificate confirming the physical or psychological incapacity of a dependent child aged 22 or over. The certificate must also confirm that the child has been financially dependent on one or both parents since the age of 22 and has been unable to support themselves due to their physical or mental condition.
Adopted children included in the application
- A full adoption certificate or deed issued by the relevant authorities of the country or territory, confirming that the adoption is complete and creating a new legal parent-child relationship while terminating the previous one.
Temporary residence status in a country other than the one in which you have permanent residency or citizenship
For you and, where applicable, your spouse included in your application:
- A valid residence permit or residence card issued by the relevant authorities of the country or territory where you currently reside. The document must show the issue and expiry dates.
Temporary stays in Québec or elsewhere in Canada
For you and, where applicable, all persons included in your application:
- As a temporary worker or foreign student:
- all work permits or study permits issued by Immigration, Refugees and Citizenship Canada (IRCC) over the past 10 years,
- if the most recent residence permit has expired, a document confirming its extension. It must be issued by the federal government and confirm that you are still a temporary resident.
- As a diplomat:
- diplomatic or official visa;
- As a visitor:
- residence permit for reasons other than work or study.
For you and, where applicable, your spouse included in your application:
- Qualifications awarded by the relevant authorities (educational institution, ministry, etc.);
- certificate of completion (only if you have not yet received your degree);
- Transcripts for each year of study leading to the award of each qualification;
For the situations listed below, additional documents are required.
- If your degree certificate does not state the duration of your study program:
- a certificate issued by the educational institution stating the duration of the course. This document is not required if you have obtained a university degree in Québec;
- If the course titles are not listed on the transcripts:
- list of courses;
- If you have completed any distance learning courses
- official document issued by the registrar of the educational institution, stating the details of your distance learning course and the period covered;
- If your degree was issued in China:
- verification report of diplomas issued in China;
- If you received a scholarship as part of your program of study:
- letter setting out the official terms and conditions of the award, as well as the scholarship requirements. This document must specify any Repatriation clause to your country of origin, if applicable,
- proof that you have met the requirements since completing your studies (e.g., a letter from the organization confirming that the scholarship conditions have been met, a flight ticket and a letter of employment (if you planned to return to your job after your studies).
- Detailed, complete and up-to-date resume.
Work experience as an employee during the last five years
For each job:
- Employment statement or certificate: Each employment statement or certificate must be issued on the company's letterhead and contain the following information:
- the job title,
- the term (start and end dates), and location of employment,
- the number of hours worked per week and the salary. If the work was not regular, please provide the average number of hours worked per week.
- the position(s) held and, for each position, the duration of employment (start and end dates),
- the main tasks performed and, where applicable, the responsibilities held,
- the employer's contact details (including telephone number),
- the handwritten signature of your immediate superior or the company's personnel officer, their name in block letters and the date of signature;
For each job:
- At least six pay slips:
- two consecutive slips at the start of employment,
- two successive reports issued midway through employment.
- the two most recent slips;
For each job:
- Statement of social security contributions. For jobs in Québec, this refers to the slips issued by the employer to report the amounts paid to employees (Relevé 1 and T4);
For each job in Québec:
- Personal income tax notice of assessment
For each job outside Québec, please include:
- Personal income tax notice of assessment;
For each job, you may attach:
- Any other documents you deem relevant to support your professional activities.
For each job that requires a licence to practise from a regulatory authority:
- Proof of licence to practise your profession (e.g., competency card, licence to practise, up-to-date proof of membership to a professional body);
Internship as part of your studies in the last five years
For each internship:
- Certificate of internship issued by the company or educational institution where the internship took place: every internship certificate must be issued on the letterhead of the company or educational institution and must include the following information:
- the term and location of the internship (start and end dates),
- the main tasks and responsibilities,
- number of hours worked per week,
- the location of internship,
- The signature of the immediate supervisor or personnel representative of the company or educational institution, together with their printed name,
- date on which the certificate was signed,
- the contact details of the company or educational institution (including full address, telephone and fax numbers, and email address);
And
- Internship agreement or certificate from the educational institution confirming that the internship was completed as part of the study program. This document must be written on the letterhead of the educational institution, bearing its official seal and contact details, including its full address, telephone and fax numbers, and email address.
Work experience acquired outside of Québec as a self-employed worker or entrepreneur in the last five years
- Personal income tax notice of assessment. This is an official document issued by the tax authorities confirming receipt of the tax return and assessment of the information submitted;
- Service agreements showing that you, as a service provider, undertake to provide a specific service to a client in return for payment. It is important to provide many service contracts that together form a meaningful sample and cover the entire period of the stated professional experience;
- If the job requires a licence from a regulatory authority:
- proof of licence to practise your profession (e.g., competency card, licence to practise, up-to-date proof of membership to a professional order or professional body);
- Any other document supporting your professional activities as a self-employed worker or entrepreneur. For example, supporting documents could include the following:
- customer statements indicating the number of hours worked and the remuneration received,
- customer billing,
- personal and business bank statements, where applicable, confirming the actual payment of salaries, commissions, bonuses and other income, etc.
If the job is performed within one’s own company
- Certificate(s) of registration of the company with the Registraire des entreprises du Québec or its equivalent or, if you are unable to provide this certificate, extracts from the Official Gazette or the Official Journal confirming the registration of the company, or both. These documents must be issued by the relevant authorities (e.g., commercial or company registries, chambers of commerce, trade associations, government agencies or regulatory bodies, courts, etc.) and certify that the company is duly incorporated;
- Notice of assessment for the company’s tax returns. This is an official document issued by the tax authorities confirming receipt of the tax return and assessment of the information submitted;
- A tax registration card or certificate, issued by the tax authorities and confirming that the company is registered for tax purposes;
- Financial statements that include a balance sheet, income statement, cash flow statement, and a statement of retained earnings.
Have an assessment from the regulatory authority that oversees your profession or regulated trade
Provide a document issued by the regulatory authority that oversees your profession in Québec. This document is mandatory for submitting your application.
This document may be:
- A licence to practise your profession in Québec, from the following list:
- valid licence to practise,
- restricted licence to practise,
- temporary licence to practise,
- teaching certificate,
- provisional teaching licence,
- skills certificate,
- vocational qualification certificate,
- apprentice card,
- certificate of practice as a candidate for the profession.
- Full or partial proof of recognition of the equivalence of training or qualification, dated no more than five years prior to the date of submission of your application for permanent selection, from among the following: Document certifying full recognition of skills
- Document certifying partial recognition of skills.
Submit an opinion or a proof. This document is mandatory for submitting your application.
- Opinion obtained from one of the Ministère's partners. The validity period of an opinion is 24 months. The opinion must contain the following information:
- Your full name,
- the name of Spouse/Partner,
- the date of issue,
- the opinion number,
- the signature of the spouse/Partner;
- Proof that you have earned a recognized achievement listed on the Ministère’s List of Achievements. This document must contain the following information:
- Your full name,
- the name of the research chair,
- a short description of the research chair you hold in Québec,
- the date of issue of the document,
- the official seal of the research chair,
- the signature of the research chair.
To demonstrate your knowledge of French and that of your accompanying spouse, you must submit one of the documents accepted by the Ministère, even if French is your mother tongue. - At least two recent documents that prove your residence in Québec, chosen from the following:
- mortgage, deed of sale, deed of purchase or rental agreement for a residence (lease),
- bank account statements,
- joint utility bills (electricity, gas, insurance, telephone or Internet service),
- personal income tax notice of assessments.
- Act or certificate of birth of the family member residing in Québec;
- Valid Canadian passport, citizenship certificate or permanent resident card (front and back);
- Proof of residence in Québec for family members living in Québec. Examples:
- mortgage, deed of sale, deed of sale or rental agreement for a residence (lease),
- bank account statements,
- joint utility bills (electricity, gas, insurance, telephone or Internet service),
- personal income tax notice of assessments.
