The Permanent immigration pilot program for workers in the artificial intelligence, information technologies and visual effects sectors ended as planned on January 1, 2026. It is no longer possible to submit an application under this program.
All applications for permanent selection already submitted, before January 1, 2026, under this program will continue to be reviewed by the Ministère de l’Immigration, de la Francisation et de l’Intégration (Ministry of Immigration, Francization and Integration).
To settle permanently in Québec, it is possible to express your interest in Arrima.

Add or remove a family member after submission of your application
After submitting your application, you can add or remove one of these family members.
- A spouse
- A de facto spouse
- One or more dependent children
Add or remove a family member from your application before you have obtained your Québec selection certificate (CSQ)
To add a family member to your application before you have obtained your CSQ, you must submit in Arrima:
- A new application for permanent selection form that reflects the changes to your application (Volet intelligence artificielle: Programme pilote des travailleurs des secteurs de l’intelligence artificielle, des technologies de l’information et des effets visuels [PP IA/TI-EV] – Volet IA [A-0524-AF] (PDF 2.17 Mb) or Volet Technologies de l’information et effets visuels: Programme pilote des travailleurs des secteurs de l’intelligence artificielle, des technologies de l’information et des effets visuels [PP IA/TI-EV] – Volet TI-EV [A-0524-BF] (PDF 704 Kb) (Artificial Intelligence Streams, in French only);
- A letter signed by you, requesting the addition of the person in question and explaining your reasons
- The documents required in the formats requested in Part 2 of the application for permanent selection form, namely:
- the supporting documents regarding the identity and civil status of the person added
- the updated sections of your application for permanent selection form, including the financial autonomy agreement and the declarations signed by your spouse or de facto spouse, if applicable
- the supporting documents regarding the status of the person added, the supporting document regarding their knowledge of French, and their valid residence permit
- the Declaration of Consent – Immigration of a minor child accompanied by only one parent (PDF 129 Kb) for the addition of a dependent child under 18 years of age, completed and signed by the non-accompanying parent, with supporting documents regarding their identity.
All persons you are adding to your application who are 18 years of age or over will have 60 days to obtain their attestation of learning about democratic values and Québec values, except if they:
- Have a valid study permit or work permit and have already participated in the Objectif Intégration session;
- Are exempt by regulation.
To remove a family member from your application, you must update in your Arrima account the number of people included in your application. Submit in Arrima:
- A new application for permanent selection form that reflects the changes to your application (Temporary Foreign Workers stream (PDF 914 Kb) ou Québec Graduates stream (PDF 547 Kb) [in French only], depending on your situation);
- A letter signed by you, requesting the removal of the person in question and explaining your reasons
The application fees you already paid are non-refundable if you are requesting the removal of a family member.

You must send by mail the same documents required for the addition or removal of a family member before having obtained your CSQ, and:
- Return to the Ministère, by mail, your original CSQ and the original CSQs of your family members issued during the initial application.
- If your CSQ was issued more than 24 months ago, you must provide a letter from the federal government (IRCC) confirming that you submitted your application for permanent residence and, if applicable, requesting the CSQ for the person added.

Payment of the fees for the review your application to add a family member
Here are the fees to pay for the review of a new application to add a family member to your application for permanent selection, as of January 1, 2026. These fees are adjusted annually, on January 1st.
Spouse or de facto spouse: $201
Each dependent child: $201
The fees must be paid:
- In full
- In Canadian dollars
- By you or by a third person
Full payment of the required fees is necessary to review an application for permanent selection regarding the addition of one or more family members. These fees are non-refundable, even if your application is refused or rejected.
Methods of payment
The following methods of payment are accepted:
- Certified cheque drawn on a Canadian bank
- Cheque issued by a currency exchange broker
- Cheque issued by a Canadian company
- Canada Post money order
- Bank draft drawn on a Canadian bank
You can also pay by credit card using the payment by credit card form (PDF 137 Kb) (in French only). Personal cheques are not accepted.
The review of your application
Your application must be complete to be processed. To be admissible, your application must include:
- A copy of parts 1 and 2 of the permanent selection application form, depending on the stream under which you submit your application. The copy must be legible and complete;
- The documents in support of your application;
- Payment of fees for reviewing your application.
If any of these items are missing from your file, you will have 60 days to provide them. Otherwise, your application will be rejected.
Attestation of learning about democratic values and the Québec values
When your application for permanent selection or to add a family member will be processed, you will receive a request from the Minister of Immigration, Francization and Integration to obtain an attestation of learning about democratic values and the Québec values (attestation). This request will be sent to your Arrima message centre.
You will have 60 days to obtain the attestation. Otherwise, your application will be rejected.
You will not receive this request if you and your family have already obtained your attestation.
Decisions
The Permanent immigration pilot program for workers in the artificial intelligence, information technologies and visual effects sectors ended on January 1, 2026. It is no longer possible to submit an application under this program unless you have already submitted your application or if it was already selected under the program and you wish to add or remove a family member.
All applications for permanent selection submitted before January 1, 2026 under this program will continue to be reviewed by the Ministère de l’Immigration, de la Francisation et de l’Intégration.
After reviewing your application, there are three possible outcomes:
1. Your application is selected
If you meet all of the program requirements and an interview is not required, you will receive:
- Your Certificat de sélection du Québec (CSQ - Québec selection certificate) and, if applicable, those of accompanying family members;
- Information on the next steps in your immigration process.
2. Your application is refused
You will receive a letter advising you that your application for permanent selection will be refused if:
- You have not fulfilled all the conditions of the program;
- You have not submitted all the documents requested in the proper format and in the given deadline;
- You did not send anything to the Ministère de l’Immigration, de la Francisation et de l’Intégration.
To be selected, you must present documents or justifications that could improve your application and allow you to meet all the conditions of the program.
Following your response within the deadline, the review of your application will continue. You will then receive a decision of acceptance or refusal.
If you do not respond within the given deadline, your application will be refused. You have the option of submitting an application for administrative review.
3. Your request is rejected
You will receive a letter advising you that your application for permanent selection will be rejected if:
- The Ministère de l’Immigration, de la Francisation et de l’Intégration has reason to doubt the authenticity of some of your declarations or the documents you have provided;
- You have provided false or misleading information or documents;
- You have not sent convincing evidence, within the given deadline, to dispel the grounds for rejection submitted;
- You did not show up for your interview at the given date.
You must present convincing evidence to dispel the grounds for rejection communicated to you in the letter.
Following your response within the requested deadline, the review of your application will continue. You might also be called for an interview. You will then receive a decision of acceptance or rejection.
If you do not respond within the given deadline, your application will be rejected. You have the option of submitting an application for administrative review.
Submitting an application for permanent selection using a representative
It is not necessary to use the services of a person you pay to undertake your immigration procedures. No priority or special treatment will be granted to you if you use the services of an immigration professional.
