Submitting an undertaking application to sponsor an orphaned minor
When Immigration, Refugees and Citizenship Canada (IRCC) informs you that you are eligible to sponsor a person, you must submit an undertaking application to the Ministère de l’Immigration, de la Francisation et de l’Intégration (Ministry). It must be accompanied by an application for permanent selection for the person you want to sponsor.
Once it has examined your file, the Ministry will send you its decision. It will also communicate the decision to the IRCC, which will render a decision regarding the application for permanent residence of the person you want to sponsor.
Preparing and completing the forms
To consult or print the documents in PDF format, you must use Adobe Reader software, available free of charge on the Adobe website .

You must:
- Complete and sign this form. If someone is co-signing the application with you, they must also complete and sign it.
- Complete a separate form for each orphaned minor child you wish to sponsor, if there is more than one.
- Write "SOM" (sponsored orphan minor) in the upper right-hand corner of this form.
- Provide all the documents requested in Part 2 of this form.
- Documents to be submitted in support of the undertaking application (PDF 269 Kb) (in French only)
You must complete this form and provide all the documents requested in the required format. If not, your undertaking application will be returned to you without being processed.
- Authorization for collection and communication of personal information (PDF 107 Kb) (in French only)
You must complete this form if you have gone through a separation or a divorce or if you have children from a previous union.
- Permanent selection application – Family Class (PDF 269 Kb) (in French only)
You or the person responsible for the child abroad must complete this form and attach it to your undertaking application. If the orphaned minor you want to sponsor is 18 years old or older, they must complete and sign section 6 of the form themselves. If you want to sponsor more than one orphaned minor, a separate form must be filled out for each one.

You must complete and sign this form.
Paying the fees required to review your application
You must attach your payment to your application. Carefully verify the amount below to avoid having your application returned to you without being processed.
The fees to review your application are updated on January 1 of each year. Here are the fees charged to review an undertaking application effective January 1, 2024:
Sponsorship of a person: $319
Each additional person sponsored: $128
For example, to sponsor three persons: $575 ($319 + $128 + $128).
The fees must be paid:
- In full;
- In Canadian funds only;
- By you or a third party;
- When the application is deposited or mailed.
These fees are not refundable even if the application is rejected.
If the exact amount required is not provided, you will not be notified and your complete file will be returned to you by regular mail.
Accepted payment methods
You may pay by the following payment methods.
By credit card
You must complete and sign the Payment by credit card (PDF 140 Kb) form and attach it to your application. Clearly indicate the amount payable on the form, or else it will be returned to you. In case of refusal of your credit card transaction, you will not be notified and your entire docket will be returned to you by regular mail.
By postal money order, cheque and bank draft
The following postal money orders, cheques and bank drafts are accepted:
- Canada Post money order;
- Bank draft drawn on a Canadian bank;
- Certified cheque drawn on a Canadian bank;
- Cheque issued by a foreign exchange dealer.
Postal money orders, cheques and bank drafts must:
- Be made out to: Minister of Finance of Québec.
- Be mailed to the Ministère de l’Immigration, de la Francisation et de l’Intégration.
- Be identified with the applicant’s name in block letters on the back.
The following payment methods are not accepted:
- Payments in cash;
- Personal cheques;
- Traveller’s cheques.
Mailing your application
You must mail your complete application in a single envelope.
You must attach to your application:
- A copy of the letter or email you received from IRCC inviting you to continue your steps with the MIFI;
- All the required forms, including those that must be completed by the person you sponsor, duly completed and signed;
- Documents to be submitted in support of the undertaking application;
- The evaluation of your financial capacity, if applicable;
- The payment of the fees required to review your application.
Ensure you send a complete application to avoid it being returned to you unprocessed.

Return of an incomplete application
Note that the return of an incomplete application may generate significant delays in the processing of your application and result in additional mailing costs.
The following are the main causes of returning applications:
- Inappropriate IRCC letter;
- Undertaking form improperly completed or not signed;
- Non-compliant payment or wrong amount;
- Absence of the Authorization for collection and communication of personal information form (PDF 107 Kb) (in French);
- Other unsigned missing documents or forms.
Processing time
Most undertaking applications are processed within 3 months.
The processing time begins when the Ministère de l’Immigration, de la Francisation et de l’Intégration du Québec (Ministry) receives your application. Make sure it is complete and contains:
- Your undertaking application with the letters "MOP" written in the upper right corner of the form;
- The permanent selection application of the people you wish to sponsor;
- Your documents and forms to be submitted in support of your application;
- The payment of the fees required to process your application.
If your application is incomplete, the processing time could be longer.
