Changes to the random draw terms and conditions by zone
The random draw for the moose without antlers hunting licence will be gradually introduced in certain targeted hunting zones, while, in other zones, the terms and conditions currently in effect will continue to apply. The list of the zones concerned will be put online at the beginning of 2026.
If you obtain, through a random draw, a moose without antlers hunting licence for a zone, a subzone or a ZEC, you may share it with the members of your moose hunting expedition.

Procedure and conditions to be met
To use this measure, you must comply with the following conditions.
Complete the commitment form
To benefit from the shared use of this licence, hunters must take part in the same moose hunting expedition. The licence holder must complete and sign an authorization and give a copy to each hunter with whom they agree to share their licence. The authorization must include:
- their name, their regular moose hunting licence number and the number of the moose without antlers hunting licence;
- the beneficiary’s name and their regular moose hunting licence number;
- the name of the hunting territory concerned;
- the date of the authorization and its validity period.
The hunter holding an authorization issued by the holder of a moose without antlers hunting licence must be able to present it upon request by a wildlife protection officer or a wildlife protection officer.
Holders of moose without antlers hunting licences may use the authorization template provided by the Ministère or prepare their own document, provided that all required information appears clearly on it.
Respect the licence expiry date
The moose without antlers hunting licence expires as soon as the moose without antlers is harvested. The hunter who harvested it must immediately affix their own unique transportation coupon number to the animal. They must notify the holder of the licence obtained through the random draw under which the moose without antlers was harvested, as that person must, as the accompanying hunter, affix their unique transportation coupon number to the moose without antlers. If more than two unique coupon numbers are required, they must also ensure that the additional unique transportation coupon numbers are affixed.
If the holder of the moose without antlers hunting licence harvests a moose with antlers (or if their unique transportation coupon number is used as an additional coupon for another harvested moose), the moose without antlers hunting licence becomes invalid and may no longer be shared.
Registering your game
At the time of registration, the hunter who harvested the moose without antlers must present their regular licence and the moose without antlers hunting licence under which the animal was harvested.
Members of your hunting party are responsible for respecting the number of animals they are allowed to harvest. To avoid multiple harvests, hunt close enough to one another to be able to communicate easily.
