Requirement for enterprises without a Québec address
Any enterprise that has no domicile address, business address or establishment in Québec must declare a mandatary in the enterprise register to act on its behalf in Québec. This requirement applies even if the enterprise has declared an address for service.
This requirement does not apply to construction contractors based in Ontario.

Making a payment
A fee is charged for filing a declaration of registration for a partnership not constituted in Québec. You may be offered priority service for an additional fee; this fee can be paid by credit card at the very end of the application, at the Accusé de réception stage.
If you choose another payment method, you will need Acrobat Reader to print out a payment slip. You will need to enclose this slip with your cheque or money order or present it when you pay in person at a Services Québec office.
Please note that your application will be processed only after payment has been received, and that payment must be received by the Registraire des entreprises within 10 working days of transmitting the application.
Processing your application
If your application is complete and in order, and the required fees have been paid, the Registrar will register the partnership not constituted in Québec by assigning it a Québec enterprise number (NEQ). The declaration of registration is then filed in the enterprise register. At this point, the partnership not constituted in Québec is registered.
Construction contractor headquartered in Ontario
A construction contractor covered by the Québec-Ontario agreement who has no address in Québec is exempt from declaring an attorney, The construction contractor must use a paper form to file the declaration of registration.
