Under the Québec Parental Insurance Plan, some benefit weeks can be paid if one of the parents dies. There are no benefits specifically associated with the death of a parent.
The surviving parent can receive benefits that had not yet been paid, even if the deceased parent was not entitled to those benefits at the time of their death.
As part of a succession, the liquidator can ask for payment of parental insurance benefits payable at the time of the parent’s death, as long as they had submitted an application for benefits.
Exclusive benefits
The exclusive benefit weeks that have not been paid to the deceased parent on the date of death are added to the number of shareable parental or adoption benefit weeks of the eligible surviving parent. Exclusive benefits are:
- Maternity weeks or exclusive weeks to the person experiencing pregnancy or childbirth
- Paternity weeks or exclusive weeks to the parent who did not give birth
- Exclusive parental weeks
- Exclusive adoption weeks
Additional benefits are calculated at a replacement of earnings percentage of 70% or 75% according to the highest average weekly earnings between the earnings of the surviving parent or the deceased parent.

Shareable benefits
The following benefit weeks, payable to the surviving parent at the time of death or after, are calculated based on the highest average weekly earnings between the surviving parent’s and the deceased parent’s:
- Parental shareable weeks between the parents
- Adoption shareable weeks between the parents
- Adoption-related welcome and support weeks shareable between the parents
- Surrogacy-related welcome shareable weeks between the parents
The provisions in the event of a death also apply when the death of the parent occurs 300 days or less before the birth of the child, and the deceased parent is recognized on the birth certificate.

Request for payment of benefits by the liquidator
When a parent dies after applying for benefits, the liquidator may request payment of the benefits owing up to the date of death.
As the liquidator, you must quickly call the Centre de service à la clientèle at 1-888-610-7727 to obtain all the information concerning a request for payment of benefits for a deceased person.
