The Centre spécialisé des demandeurs d'asile, des garants défaillants et des services aux parrainés works in collaboration with the Ministère de l'Immigration, de la Diversité et de l'Inclusion to ensure that the sponsorship contract is applied and respected. The Centre is an all-in-one service that provides individual support, guidance and empowerment to help individuals meet their contractual obligations and includes, for all regions of Quebec: 

  • the initial assignment and management of sponsored persons’ active files 
  • assistance aimed at ensuring that the guarantor takes charge of all the sponsored clientele 
  • invoicing defaulting guarantors 
  • participating in the study committee on violence or the risk of recidivism in order to decide whether a real and serious situation of violence exists, in light of the information gathered, for the defaulting guarantors and the sponsored clientele 

The mission of the Centre is to promote the socio-economic integration of sponsored beneficiaries. It therefore offers solutions to help them become financially independent. Emploi-Québec, the Ministère de l 'Immigration, de la Diversité et de l 'Inclusion and non-governmental organizations participate in this process by offering employment services. 

The Centre analyzes and processes applications for last resort financial assistance and manages the active files of sponsored beneficiaries. 

By contract, the guarantor undertakes, with the Government of Québec, to provide for the needs of the foreign national they sponsor and, if applicable, to reimburse the Ministère de l 'Emploi et de la Solidarité sociale for all the benefits of one of the last resort financial assistance programs that may be paid to this person. 

If a sponsored person applies for last resort financial assistance benefits, action may be taken with the guarantor to take back responsibility for the sponsored person. The guarantor may offer the sponsored person food and lodging (at their home or at a third party's home) or, take financially charge of or have the sponsored person taken care of by a third party. 

If the sponsor is unable to take charge of the sponsored person, last resort financial assistance benefits will be paid to the latter. In this case, the sponsor will receive a notice of claim for the amounts paid.
