Marie Hélène Sultan has been the Director of the Québec Government Office in Abidjan since November 2023.

Before joining the Québec public service, she worked as an account manager and senior account manager for financial services at major financial institutions between 2006 and 2011. Her time there gave her a profound understanding of funding mechanisms.

In 2011, she joined Export Québec, a division of the Ministère de l’Économie du Québec. There, she worked as Desk Officer and International Business Consultant, and assisted numerous Québec exporters with their international market development strategies, particularly in Africa and Europe.

In 2019, Ms. Sultan joined the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI), where she held various positions, most recently as Team Leader and Expert Talent Attraction Consultant. Through her work at the MIFI, she acquired a thorough knowledge of the Québec immigration system and its various programs.

Marie Hélène Sultan holds a master’s degree in public administration (international administration) from the École nationale d’administration publique in Montréal, as well as a bachelor’s degree in political science and international relations from McGill University.

Ms. Sultan is fluent in French, Italian, English, and Spanish.
