Filing a complaint with the ministère de l'Enseignement supérieur

The Ministère de l'Enseignement supérieur (MES) is committed to providing high quality services and, in order to continuously improve them, it takes into account suggestions and comments from the public.

If you are dissatisfied with a service you received, a program in which you participated or a decision made by the Ministère de l'Enseignement supérieur, you can file a complaint.

Filing a complaint with the Ministère

If you are dissatisfied with a service the Ministère has provided, you can file a complaint with the Direction de l’accès à l’information et des plaintes, which will forward it to the person responsible for the service in question for processing.

Where to file a complaint

Complaints that cannot be processed by the Ministère :

  • requests related to the services provided by public and private educational institutions (if you are not satisfied with services you have received from one of these organizations, you must contact the college or university directly)
  • matters that fall under the responsibility of any other ministry, organization or body
  • cases currently before the courts
  • requests for access to a document (in French only)
  • anonymous complaints, or complaints containing hateful or offensive statements

Processing of the complaint

If you file a complaint using the complaints form, you will receive an acknowledgement of receipt with a file number. Please keep this number on hand so you can follow up on your file.

If you file a complaint by mail, the Direction de l’accès à l’information et des plaintes will send you an acknowledgement of receipt within five days following receipt of the complaint.

If necessary, someone will contact you to obtain any additional information required to process your file. Your complaint will then be forwarded to the appropriate administrative unit at the Ministère.

You will receive the results of the examination of your complaint within a maximum of 20 working days.

Right to access information and have it corrected

Under the Act respecting Access to documents held by public bodies and the Protection of personal information, you have the right to consult information that you have provided in filing your complaint and to ask for the correction of any inaccurate, incomplete or ambiguous information. To do so, please contact the Direction de l’accès à l’information et des plaintes.

Unsatisfactory response to a complaint

If you are dissatisfied with the response to your complaint, you can contact the office of the Protecteur du citoyen. It can also receive complaints concerning the Ministère's activities and services.
