The Act respecting the Société de l’assurance automobile du Québec provides that the Panel of Experts on Automobile Insurance Contributions be made up of three members representative of the actuarial, financial and insurance sectors. Micheline Dionne

Actuary

Graduate in actuarial science from Université Laval, Micheline Dionne has been a Fellow of the Canadian Institute of Actuaries since 1982. She worked for life insurance companies, such as La Mutuelle-vie des fonctionnaires du Québec, Standard Life and Metropolitan Life as well as for a canadian life reinsurance company. Throughout her career, she has held several positions, involving the development of insurance products, risk management, evaluation of insurance financial commitments, matching of assets and liabilities, claims and relations with institutional clients. Ms. Dionne has been a volunteer with the Canadian Institute of Actuaries as a member of the Actuarial Standards Council, then on the Board of Directors where she acted as president in 2009-2010. In recent years, she has continued to act at the international level, particularly as chair of the International Actuarial Association (IAA) task force on actuarial standards related to IFRS 17 accounting standards, and as chair of the IAA group working on climate risks. In 2023, she became president of the IAA. She remains on the executive committee in 2024 to complete her mandate.

Dominique Faribault

Specialized in life insurance

Law graduate from Université de Sherbrooke, Dominique Faribault has more than 20 years of experience in the life insurance and life reinsurance industry. From 2001 to 2019, she has held various positions in the legal department of a major canadian life reinsurance company, first as legal advisor and general secretary, then as assistant vice-president of the legal department compliance officer and corporate secretary until 2019. She then continued to act as legal advisor in the life reinsurance sector until 2021. Before joining the life insurance sector, Ms. Faribault practiced corporate and business law for nearly 20 years. She worked in the securities industry at the Montreal Stock Exchange, in the telecommunication sector at CFCF Inc. and finally at the Corporation du Fort Saint-Jean as legal advisor and general secretary. After completing a bachelor's degree in translation from Université de Montréal in 1976, Ms. Faribault worked at Sun Life of Canada from 1976 to 1981. In 1984, she completed a bachelor's degree in law at Université de Sherbrooke, then became a member of the Barreau du Québec from 1985 to 2021.

Bernard Turgeon

Economist

Bernard Turgeon is an economist. He made a career at the ministère des Finances du Québec where he was assistant or associate deputy minister in several sectors. Throughout his career, Mr. Turgeon has been involved in the preparation of the government’s budget. Over the years, he has been notably involved in federal-provincial negotiations regarding transfer programs (equalization, health transfers, infrastructure, etc.), financial institutions regulation, government borrowing on financial markets, government debt management as well as relations with financial investors and rating agencies. He was also chair and CEO of Financement-Québec, a state corporation responsible for financing public sector organizations in Québec. He is currently a member of the board of directors of the Canadian Investor Protection Fund, which protects investors in the event of the insolvency of a member of the Canadian Investment Regulatory Organisation. Mr. Turgeon holds a Ph.D. in economics.
