The 2021 nomination period has ended. The next call for nominations will take place in the fall of 2022.
The Québec Order of Excellence in Education gives concrete expression to the Québec government’s desire to officially recognize the merits of those who have distinguished themselves by their contribution to the improvement of education in the province.
The Order is designed to:
- recognize the merits of those who work in the field of education and higher education in Québec (teachers, various non-teaching professionals, administrators, civil servants, volunteers, etc.)
- highlight significant local, regional and provincial contributions of stakeholders in the Québec education system
- contribute to the development of the Québec education system
To be appointed to the Order is to become a member of a community of individuals who share the same merits. There are three levels of membership:
- Member
- Distinguished Member
- Emeritus Member
Submitting a nomination
Any person born or residing in Québec and any person born or residing outside of Québec who has made a contribution to the Québec education system can be nominated as a member.
A nomination can be submitted to the Order by any individual representing the administration of an educational institution or of a post-secondary educational institution, including:
- a school board or school service centre
- a public or private elementary or secondary school
- an adult education or vocational training centre
- a CEGEP
- a private college
- a university
A nomination submitted by any individual or any individual representing an organization that is not an educational institution or a post-secondary educational institution must be supported by another person. This person must be able to judge and recognize the candidate’s level of excellence. This person might be:
- a member of the administration of an elementary school
- a member of the administration of a school service centre or a school board
- the president of a governing board or a council of commissioners
- a member of the administration of a university
- the president of the board of directors of an educational institution or organization
- the manager of an administrative unit or a department
Individuals may not nominate themselves for the Order.
All nominations must be submitted using the electronic form .
Submitting a nomination for promotion
It is possible to nominate a member for promotion. A promotion to the status of Distinguished Member is possible five years after joining the Order as a Member. A promotion to the status of Emeritus Member is possible five years after being nominated as or promoted to the status of Distinguished Member. The Member must have made new and significant contributions to justify the nomination for promotion.
Nominations for promotion must be submitted during the annual nomination period. A form will be provided for this purpose.
Individuals may not nominate themselves for promotion within the Order.
Selection process
Nomination and promotion of members is the responsibility of the Minister of Education and the Minister of Higher Education, who are advised by members of the Order of Excellence Council.
The Council evaluates the merit of each candidacy and justifies each of the recommendations they provide to the ministers.

The Québec Order of Excellence in Education Council is made up of ten members.

Emeritus Member
The title of Distinguished Member recognizes an individual’s significant contribution to the Québec education system as well as the influence of that contribution.
