Submit a permanent residence application to the Government of Canada
After obtaining your Québec Selection Certificate, you must submit an application for permanent residence to the Government of Canada.
The Government of Canada is responsible for deciding whether to grant you permanent residence.
Fees and timeframes
Visit the Immigration, Refugees and Citizenship Canada website for information on the fees and timeframes for processing applications for permanent residence.
To immigrate to Québec, you and your accompanying family members must be selected by the Québec government and then admitted by the Canadian government.
Arriving in Québec before obtaining permanent residence
If your application is accepted, a letter of support for the early entry application will be sent to you with the acceptance letter and your CSQ.
This letter allows you, if you wish and you are not already in Québec, to apply to Immigration, Refugees and Citizenship Canada to obtain a Labour Market Impact Assessment (LMIA) exempt work permit with the exemption code “C-60”.
This work permit allows you to come to Quebec before obtaining your permanent residence in order to start your business project.
